IRA PWA Compliance Specialist Senior
Brief DescriptionThe IRA PWA Compliance Specialist supports the company’s efforts to meet the labor standards outlined in the Inflation Reduction Act (IRA), specifically the Prevailing Wage and Apprenticeship (PWA) provisions. This role ensures compliance across all renewable energy construction projects by working directly with subcontractors, internal teams, clients, and external auditors (e.g., Alliant, PwC, Dili). The Specialist is responsible for collecting, auditing, and managing all required documentation and reporting to uphold tax credit eligibility for clients.Duties/ResponsibilitiesApply IRA Prevailing Wage and Apprenticeship requirements across all applicable projectsMonitor federal guidance and updates from the Department of Labor and Treasury, and ensure company practices remain current.Serve as primary compliance liaison with subcontractors regarding IRA/PWA expectations, documentation, and reporting standards. Collect, audit, and maintain certified payroll reports, wage determinations, and documentation of apprenticeship program participation. Onboard and support subcontractors in external compliance systems such as LCPtracker, Dili, or similar platforms. Collaborate with internal and external teams (Payroll, Project Admins, Operations, Subcontractors) to ensure timely and accurate submission of certified payroll and apprenticeship data.Validate classifications, fringe benefit application, and apprentice to journey-worker ratios for accuracy and compliance. Investigate and resolve discrepancies in reporting, underpayment, or documentation gaps.Maintain detailed records for internal systems (e.g., UKG, Procore) and external platforms (e.g., LCPtracker, Dili) and support federal and client audit readiness. Coordinate responses to audits or inquiries from clients, third-party compliance firms, or regulatory agencies.Provide training and guidance to project teams and subcontractors on compliance expectations and required documentation.Support preconstruction and bidding efforts with compliance input, risk identification, and onboarding preparation.Develop, document, and maintain standard operating procedures (SOPs) for internal compliance workflows, subcontractor onboarding, and reporting protocols.Comply with all internal company policies and procedures.Perform other duties as assigned or delegated. Requirements Direct experience with IRA PWA compliance and certified payroll processes in the renewable energy construction industry Strong working knowledge of prevailing wage laws, registered apprenticeship standards, and documentation requirements. Proficiency with labor compliance software such as LCPtracker, Dili, or equivalent platforms. Strong interpersonal skills, with the ability to coach and influence subcontractors and internal stakeholders. Meticulous attention to detail and organizational skills; comfort handling audit-prepared documentation. Ability to interpret technical guidance and regulatory updates and apply them in real-time project scenarios. Strong written and verbal communication skills. Excellent proficiency with Microsoft Office (Excel, Word, PowerPoint, Outlook), Microsoft Teams, and other document management systems.Education/Experience Associate’s or Bachelor’s degree in Construction Management, Human Resources, Business, or related field preferred. Minimum 2 years of direct experience managing IRA PWA compliance, certified payroll reporting, and/or apprenticeship program oversight. Experience working for a renewable energy construction company is required.Physical RequirementsOccasional lifting (up to 50 pounds), carrying, walking, and standing. Frequent hand/eye coordination to operate computer keyboard and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and other team members.
