Building Official
The City of Knob Noster, MO is seeking an energetic, knowledgeable, and highly self-motivated Building Official to provide and manage the City’s building inspection services. The City of Knob Noster is a town of 2,700 residents located in Johnson County, MO and is the gateway to Whiteman Air Force Base. Knob Noster is experiencing a wide range of growth in the residential and commercial sectors. The Building Official will provide an essential service to the community of Knob Noster to ensure that all work done in the city protects the health and safety of its residents and visitors.
POSITION: BUILDING OFFICIAL
Primary Purpose: Manage the Building Department functions and perform all administrative duties as necessary.
Supervision: Under the general supervision of the Mayor and Board of Aldermen and the direct supervision of the City Administrator.
Essential Duties and Responsibilities:
1. Perform, document, and verify on-site inspections of new and existing structures for compliance with adopted codes and ordinances, structural quality, and safety standards.
2. Respond to property maintenance complaints by researching and inspecting the nature of the complaint, evaluating the complaint, and taking appropriate action based upon adopted codes, city ordinances and state laws.
3. Meet with architects, engineers, design professionals, and contractors regarding proposed construction projects and provide assistance with code interpretation/compliance questions.
4. Conduct change of occupancy and use inspections on existing commercial structures to evaluate for code compliance and life safety features.
5. Utilize various computer software programs such as spreadsheets, databases, and word processing for issuing permits, writing correspondence, and tracking correction notices.
6. Maintain all records, files and reports pertinent to the Building Department.
7. Process building permits, zoning and annexation applications, as required.
8. Advise the Planning and Zoning Commission and Board of Aldermen on matters pertaining to the Building Department, as needed.
9. Provide general information to the public by answering questions, obtaining services and directing appropriate city staff or agencies.
10. Communicate effectively and courteously with outside agencies, officials, business owners, attorneys, residents, and the general public.
11. Attend in-service training sessions or other training sessions deemed appropriate by supervisors.
12. Perform all other duties as assigned by supervisors.
Minimum Qualifications
KNOWLEDGE
General knowledge of principles, methods and techniques of modern building procedures, practices and equipment.
ABILITIES
Perform effectively as a member of a team in carrying out the directed activities of assigned personnel without posing a direct threat to the health and safety of others; ability to communicate effectively with all levels of authority and the general public; demonstrate professional disposition, appearance and attitude; ability to follow oral and written instructions; ability to communicate effectively both verbally and in writing with associates and the general public.
EXPERIENCE, EDUCATION AND TRAINING
A high school or general education diploma with course work in construction, drafting, typing, general secretarial and communication skills. Certification from the International Code Council (ICC) is required within one year of appointment.

MISCELLANEOUS REQUIREMENTS
Must successfully complete a background investigation. Must be a dependable person due to the small size of the workforce. Must pass a pre-employment substance abuse screening and will remain subject to random screenings.

Salary and Benefits
The salary range for the Building Official will be $24.00-$28.00/hour, DOQ. This a full-time, non-exempt position under the Fair Labor and Standards Act. The City provides a generous benefit program including health, dental, life insurance, short-term disability insurance, and paid vacation and sick leave. In addition to the competitive benefits package and salary, the City provides a LAGERS LT-4 “Eighty and Out” retirement plan which does not require any employee contributions.
