Job Summary
We are seeking an experienced and dynamic Program Manager to support the 08Y-Enterprise Applications (08Y-EA) group at Naval Reactors Headquarters (NRHQ), a joint DOE/Navy organization responsible for providing clean, safe, reliable nuclear power to the U.S. Navy's submarines and aircraft carriers. In this critical role, you will manage the day-to-day execution of the product backlog using Agile and Scrum methodologies, ensuring high-quality delivery of custom workflow applications that support mission-critical Naval Reactors business processes.
Key Responsibilities:
Perform day-to-day management of the 08Y-EA product backlog, including sprint planning, tracking, and execution following established Agile/Scrum practices, policies, directives, and desktop procedures.
Collaborate with the application product manager, NRHQ stakeholders, developers, and the Manager, Enterprise Applications to develop, prioritize, and refine backlog items.
Lead routine sprint planning and tracking meetings in small cross-functional teams (developers, product manager, and Enterprise Applications leadership).
Facilitate sprint review meetings to demonstrate completed work, gather feedback, and validate against documented requirements.
Identify, document, and track risks to sprint goals, escalating issues to 08Y-EA staff as needed.
Coordinate and execute Planning Increment (PI) planning meetings to refine long-term requirements.
Lead backlog refinement sessions to align on strategic objectives and ensure future end-user needs are met across contract years.
Propose and manage enhancements to 08Y-EA Agile policies, directives, and procedures.
Support mission-critical operations in compliance with DOE/NR regulations, orders, and guidelines.
Required Qualifications:
Minimum 3 years of experience in program management or business analysis, OR a four-year degree in a relevant field (e.g., Business, IT, Project Management).
Demonstrated experience managing both large and small IT projects across diverse domains
In-depth knowledge of SDLC methodologies, enterprise architecture, and strategic IT planning
Proven expertise in Agile/Scrum methodologies, including backlog management, sprint planning, and risk tracking in federal or high-security environments.
Strong facilitation, communication, and stakeholder management skills.
Ability to obtain/maintain DOE L-level access authorization (U.S. citizenship required).
Experience supporting secure, mission-critical IT programs preferred.
Preferred Qualifications:
Bachelor's degree in Information Technology, Computer Science, Business Administration or related field
Certifications such as Certified ScrumMaster (CSM), PMI-ACP, or PMP.
Familiarity with DOE or Navy environments, custom workflow applications, or enterprise IT lifecycle management.
Job Types: Full-time, Contract
Pay: $75,000.00 - $96,000.00 per year
