Administration of Human Resource ProgramsVocational Rehabilitation ServicesSpecialized Design ServicesEducational Support ServicesOffices of Other Health PractitionersConstruction Cost EstimatorIn this role, you will be responsible for all preconstruction activities on Federal projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, the definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies.Job Responsibilities:Lead the development of detailed construction cost estimates from conceptual design through final design, ensuring accuracy and completeness at every stageManage and mentor estimating personnel, providing direction, oversight, and professional developmentParticipate in design review meetings and help guide the design team throughout the preconstruction phaseEvaluate design options and recommend optimal solutions based on cost, constructability, engineering quality, and material availabilityMonitor project scope, cost, and constructability during design development to align with project goals and budgetLead pricing strategy efforts in partnership with the proposal leader, ensuring alignment on approach, expectations, and deliverablesDevelop bid packages, manage subcontractor and vendor participation, and evaluate market pricing to ensure competitivenessBuild and maintain strong relationships with subcontractors and vendorsReview proposal milestone schedules with the pricing team, track progress, and ensure timely completion of estimatesCommunicate estimate status, risks, and updates clearly to the proposal leader and key stakeholdersSupport the development of construction schedules and overall project planningContribute to responses for Requests for Proposals (RFPs) and Requests for Qualifications (RFQs)Participate in client presentations, proposal interviews, and ongoing client engagement as neededTrain and develop preconstruction personnel while fostering a high-performing team environmentMaintain historical pricing data to inform future estimates and strategic decisionsProvide support to other departments and project teams as neededEducation/Experience: Bachelor of Science Degree in accredited construction related curriculum, such as Civil Engineering, Construction Management or equivalent plus 5 years of experience; or 8 years of relevant experience in the construction industry.To thrive in this role, you'll need:Experience with RFP-based Design-Build and Design-Bid-Build vertical construction projects administered by USACE, NAVFAC, AFCEC or similarUnderstanding of UFGS (Unified Facilities Guide Specifications) and UFC (Unified Facilities Criteria)Knowledge of Davis-Bacon Act, Buy American, and Federal Acquisition Regulation (FAR) provisions5 years minimum experience with DoD/ federal vertical projects preferredAt Haskell, we offer a comprehensive benefits package, including health insurance, retirement plans, professional development opportunities, and more.
