Sr. Accountant (Budget and Finance Specialist)
Description
The Budget & Finance Specialist (Sr. Accountant) Performs complex and technical accounting work in support of the budget, financial accounting and purchasing functions, and performs difficult analytical professional and administrative work related to preparing, maintaining, monitoring and evaluating complex financial records. Works with complex accounting system operations including account structure, internal controls and financial reporting. Does related work as required. Work is performed independently under general supervision of the Controller.
Examples of Duties
Budget
Advises and assists departments in the preparation of budget estimates and ancillary data
Provides budgetary training and information to budget holders and grant administrators as needed
Assists in the preparation of responses to information requests
Compiles statistical information required to local, state, and federal authorities as required
Developing budget recommendations based on data-driven analyses.
Trains staff on use of budgeting module
Manages and verifies the budgeting module
Executes and monitors Position Control processes and procedures
Assists in the preparation of the Annual Budget Manual, Proposed Budget Book, Approved Budget book and Executive Summary
Monitors procurement and human capital actions for expenditure impact and strategic alignment
Provides training and consultation to all levels of staff related to budget
Monitors spending to ensure adherence to the budget including initiating and processing budget transfers and amendments
Manages, tracks, reconciles and enters budget amendment resolutions and compliance
Monitors funds and projects fund balances
Assists in developing policies, procedures, and practices governing the development, formulation, and maintenance of the budget
Prepares charts, graphs, tables, and documents to aid in the presentation of the budget
Completes other projects and duties as assigned
Finance
Prepares charts, graphs, tables, and documents to aid in financial reporting, transparency and presentations
Assists with compilation of Annual Comprehensive Financial Report
Coordinates, performs, reviews and compiles internal auditing and assistance with annual audit process
May conduct financial analysis and reports on efficiency and effectiveness of departmental financial programs as assigned
Completes other projects and duties as assigned
Purchasing
Provides training and consultation to all levels of staff related to Purchasing module
Maintains contracts in Contract module
PCard review, administration and reconciliation
Completes other projects and duties as assigned
PHYSICAL DEMANDS
The work is light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires the use of fingers, hearing, speaking, and talking.
Required Qualifications
Education and Experience:
Requires a Bachelor’s degree, and three (3) years of work experience or equivalent experience and education combination.
Preferred:
Local government budget, accounting and/or purchasing experience
Technology: Munis, Questica, OpenGov Procurement
Licenses or Certifications:
None Required. Preferred: VGFOA, VA Procurement, or equivalent certifications
