Reporting directly to the Vice President for Finance & Business, the Budget Director leads the Budget Office and partners with academic and administrative leaders to ensure sound fiscal stewardship, long term financial sustainability, and alignment of resources with institutional priorities.Job ResponsibilitiesThe Citadel, The Military College of South Carolina, is seeking a Budget Director in the Finance and Business Department. Reporting directly to the Vice President for Finance & Business, the Budget Director leads the Budget Office and partners with academic and administrative leaders to ensure sound fiscal stewardship, long term financial sustainability, and alignment of resources with institutional priorities. In addition, this role is also responsible for the following:Leads the development, coordination, and administration of the College's annual operating budget, which includes all revenues and expenditures including laborPrepare multi‑year financial projections and long‑range forecasts tied to enrollment, tuition, state appropriations, and institutional prioritiesDevelop and maintain budget models and assumptions to support strategic and operational planning; also perform scenario modeling to evaluate financial impactsPrepare monthly, quarterly, and annual financial reports for VP for Finance & Business, senior leadership and the Board of VisitorsPartners with deans, vice presidents, department heads, and program leaders on budget planning and financial stewardship. Supports academic and administrative units in aligning resources with institutional goalsEnsure compliance with institutional policies and applicable state regulationsOversee institutional position control processes, including position creation, funding verification, and vacancy managementMonitor salary and benefit budgets and project labor cost impactsCollaborate with Human Resources on personnel transactions, collective bargaining impacts, and benefit rate changesProvide training and guidance to the campus community, resource advisors, and departmental budget managersPrepare or support required external reports to the state (including but not limited to Governor's office, House, Ways, and Means, Senate Finance committee) and support/respond to internal or external financial inquiries or audits Minimum QualificationsA bachelor's degree in accounting, finance, business administration or related fieldMust have 5+ years of progressively responsible' experience in a business or college higher education environment in budget management, financial planning or analysisDemonstrated experience with complex budgets and financial modelingStrong analytical, organizational, and communication skillsAbility to work collaboratively with diverse stakeholders and explain financial concepts clearlyPreferred QualificationsMaster's degree in business administration, accounting, finance, or related field preferredExperience building budgets and managing budgets for a higher education institution preferredCPA designation is preferred but not requiredBenefits of Working at The CitadelExtensive Health PlansGreat Retirement OptionsTuition Waiver ProgramPaid Parental LeaveEmployee DiscountsIsle of Palms Beach ClubSwain Family Boat CenterCommunity Service OpportunitiesRead more about our benefits, on our HR websiteAbout The Citadel CollegeThe Citadel, also known as the Military College of South Carolina, is a public senior military college located in Charleston, South Carolina.
