Sustainability Program Manager (Technical) Position at The Port Authority of NY & NJAbout the RoleThe Office of Sustainability (OS) leads the Port Authority's sustainability policy, target-setting, reporting, and program level strategy, including the Agency's Net Zero greenhouse gas reduction target by 2050 for all emissions.This role will play an instrumental role in helping the Agency achieve its climate action ambitions by providing technical direction for programs and projects that directly reduce agency greenhouse gas emissions. This role involves tracking and vetting innovations in the sustainability and energy space to determine applications within Port Authority business lines, and implementing change management efforts, as needed.The incumbent will work across program areas including work on energy efficiency, renewable energy, distributed generation and storage, building and central plant decarbonization, vehicle electrification, and alternative fuels. The incumbent will be responsible for tracking technological and regulatory developments that will have an impact on the net zero projects the Port Authority is pursuing. Also, the incumbent will aid the agency by advancing other beneficial energy-related projects and promoting advanced energy and utility management practices.ResponsibilitiesProvide technical direction for Office of Sustainability program areas (Zero Emission Vehicles, Zero Emission Buildings and Infrastructure, Clean Energy, Zero Waste, and Utilities) by assisting with project scope development and execution of projects during the planning, design, construction, and close-out effortsIn collaboration with internal and external stakeholders, support development of initial project concepts, designs, and budgetsReview proposed technical solutions from internal and/or external engineering and provide suggestions for improvementSupport development of a new pipeline of emission reduction projects by evaluating consumption patterns, energy costs, and other operating characteristics of Port Authority facilities, as well as industry trends and technology changesPerform cost-benefit and other analyses for agency sustainability projects and to prioritize between initiativesReview and track projects across program areas to identify efficiencies by strategically coordinating effortsTrack industry trends, technology advancements, best practices, regulatory developments, and code to provide guidance on project scopes, including innovative approachesProvide guidance on contract language to ensure sustainability goals are implemented via Port Authority funded projects and in tenant agreementsServe as a lead or project manager on priority sustainability initiatives and pilots as neededMinimum QualificationsBachelor's Degree in Energy Management, Engineering, Construction, or a related discipline with aptitude in Project ManagementMinimum 7 years of experience in infrastructure operations, engineering, construction, asset management, or related fieldMinimum 3 years of experience scoping and implementing projects in at least two of the following areas: building decarbonization, renewable energy generation, electric vehicle charging infrastructure, zero waste, and other related sustainability areasDemonstrated project scoping and implementation experience, including strong interpersonal skills and problem-solving abilityDesired QualificationsAdvanced degree in Energy Management, Energy/Environmental Policy, Public Administration, Engineering, Business, or related field with aptitude for Finance/Accounting preferredProfessional Engineer (PE) license in Electrical, Mechanical, Structural or similar disciplineLEED AP BD+C, LEED O+M, CEM, and the Project Management Professional (PMP) preferredManagement and organizational experience, including coordinating with facility staff, stakeholders, and contractors, in developing, implementing, and managing project plans, deliverables and schedulesExperience with engineering review processes, and coordination with multiple departments and facilitiesKnowledge of business practices as they relate to project implementation, including basic principles of accounting, financing, and budgeting, creativity, and problem-solving abilityDemonstrated quantitative and analytical skills, including performance measurementAbility and willingness to learn technical subject matter related to utility metering, energy use and conservation, carbon calculations, demand response, including details about basic building systems/equipment and interpretation of design drawing sets involved in these projectsKnowledge about energy and decarbonization technology best practices, including familiarity with typical electrical and mechanical engineering design scopes for building decarbonization projectsExperience in energy-related project and program coordination; monitoring and evaluationHands-on experience with metering technology and installation, Building Management Systems, and knowledge of related industry standards and best practicesKnowledge of central plants, cogeneration, electric vehicles, renewable energy resources, and emerging technologies and energy market dynamicsFamiliarity with current local, state, and federal energy policy and legislation a plusSelection ProcessThe application process varies by position, but typically includes an initial phone interview for qualified candidates, followed by a more in-depth interview(s) and/or assessment(s). The expected compensation range for this role is:Minimum: $119,678 Midpoint: $155,582 Maximum: $191,490In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
