Location: National Capital Region / Hybrid (Remote with meetings in D.C./Northern VA as needed)Start Date: on or about Sept 19Pay Range: $135,000 to $150,000Security Clearance: Secret (TS/SCI Preferred)Travel: CONUS Travel as RequiredBackground:Vectrona is seeking a highly experienced Program Manager to lead contract execution for the NGB J5-J Strategic Planning Analysis Services contract. This role is responsible for program oversight, personnel management, task order execution, and customer engagement in support of high-level strategic planning, policy development, and interagency coordination for the National Guard Bureau’s J5-J Plans Division.The Program Manager will serve as the primary interface between the government and contractor personnel, ensuring all work is executed to standard and delivered on time. This role requires expertise in DoD joint planning processes, organizational leadership, and performance-based contract management.Day-to-Day Responsibilities:Provide overall management and oversight of the Strategic Planning Analysis Services program to ensure alignment with contract requirements and mission objectivesServe as the primary liaison with NGB J5-J leadership and contracting officials to coordinate priorities, resolve issues, and maintain communicationOversee recruitment, onboarding, and supervision of a cross-functional team of analysts, planners, and support staffManage the quality and timeliness of deliverables, including strategic policy products, CNGB issuances, meeting support materials, dashboards, and analysisMonitor and report program performance using project management tools and contract performance metricsSupport risk management, change management, and continuous process improvement across all task areasCoordinate with corporate leadership to ensure sufficient resources and technical reach-back are available to the teamPreferred Education/Degree:Required:Bachelor’s degree in Political Science, International Relations, Public Policy, Business Administration, or a related fieldMinimum of 10 years’ experience managing DoD contracts and/or leading strategic planning efforts within the National Guard, Army, or Joint StaffActive U.S. Secret security clearance (TS/SCI preferred)Preferred:Master’s degree in National Security Studies, Strategic Planning, or related disciplinePMP certification or DAWIA Program Management Level II/IIIPrior experience leading cross-agency planning teams or managing national-level joint planning supportPreferred Knowledge, Skills, and Qualifications:Proven track record managing teams delivering policy, planning, and analytical products for senior DoD leadershipFamiliarity with NGB, CCMDs, JSPS, JSCP, and other key strategic planning frameworksDemonstrated ability to lead diverse teams in dynamic, high-stakes environmentsExperience managing deliverables across multiple lines of effort in accordance with PWS-defined performance standardsExceptional communication and stakeholder engagement skills VECTRONA IS AN EQUAL OPPORTUNITY EMPLOYER AND A DRUG-FREE WORKPLACE.The above information has been designed to indicate the general nature and level of work performed by employees within this classification.
