Build your future with Project Solutions, Inc.Position/Project Overview: Project Solutions Inc. is seeking an experienced Engineering Technician to support U.S. Air Force Civil Engineering programs at Goodfellow Air Force Base in San Angelo, Texas. This position serves as a Construction Technical Representative, providing technical oversight and support for construction contract administration. The incumbent acts as the Contracting Officer’s Technical Representative (COTR), ensuring construction projects are executed in compliance with contract requirements, specifications, and applicable standards.This role is contingent upon award of project.Responsibilities and Duties:Serve as the Contracting Officer’s Technical Representative (COTR) on assigned construction projectsPrepare and develop project documentation, including Independent Government Estimates,Statements of Work and/or Statements of ObjectivesConduct site inspections and evaluations to monitor contractor performance and ensure compliance with project plans, specifications, and construction schedulesReview and evaluate contractor submissions, including technical submittals and Requests for Information (RFIs)Read, interpret and understand the construction contract plans and specificationsPrepare architectural drawings, plans, and design documents using CADD systems, preferably AutoDesk products such as AutoCADDevelop and edit technical specifications using applications such as SpecsIntact or similar specification-writing toolsPerform construction cost estimating using industry-standard software such as RSMeans or E4ClicksCoordinate and contribute to projects involving federal, military, and/or civic facilities, ensuring compliance with applicable standards and mission requirementsPrepare and present project documentation using Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe AcrobatContribute to the design and development of specialized facilities, including higher education buildings, secure facilities (e.g., SCIF), and projects involving major telecommunications system upgradesCollaborate with multidisciplinary teams to develop layouts, design solutions, and construction documentation from concept through executionTrack and document noncompliant work, schedule impacts, and critical path delaysDraft project related correspondence for government review and issuanceDeliver reports, reviews, evaluations, design work, etc. to COReview and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow upRequired Education, Knowledge and Skills:Education/Certification:Degree in Engineering, Architecture, Construction Management, or a related fieldExperience: Minimum 10 years of experience in architecture, design, and/or constructionDemonstrated experience using CADD systems to produce drawings, layouts, and design documentationProven ability to apply architectural design, construction practices, and building improvement conceptsExperience applying project management principles to solve architectural and construction-related challengesExperience inspecting construction for compliance with plans and specificationsExperience coordinating with contractors and stakeholdersDrafting and design preparation using AutoDesk products (AutoCAD preferred)Experience supporting federal, military, and/or civic building projects preferredDemonstrated knowledge of building codes, including research and interpretation preferredFamiliarity with Architectural Barriers Act (ABA) and accessibility compliance requirements preferredExperience with higher education, secure (e.g., SCIF), and telecommunications-intensive facilities preferredKey Attributes & Skills: Specification writing using SpecsIntact or similar systemsCost estimating using RSMeans, E4Clicks, or similar toolsMicrosoft Office Suite (Word, Excel, PowerPoint)Adobe Acrobat and related toolsAbility to read and interpret plans, schedules, and other specificationsWritten and verbal communication, problem-solving, and conflict resolution skillsMaintain a valid driver's licenseAbility to multi-task and prioritize in a fast-paced work environmentAbility to stand, stoop, kneel, bend, walk or climb daily to observe contract performance for prolonged periods of timeMust be able to physically operate a motor vehicle without danger to self or to othersWhat Does PSI Offer You?Three options for medical plans plus dental and vision insurance offerings24/7 healthcare access to telehealth services for your convenienceHSACompany life insurance options for you and your familyShort-term and long-term disability offeringsPLUS an $800 monthly allowance is provided to offset your PSI insurance premium costs401(k) with a 4% employer matchGenerous PTO, paid-federal holidays, and sick leaveAlways the opportunity for professional developmentThe information contained herein is not intended to be an all-inclusive list of the duties and responsibilities of the job, nor are they intended to be an all-inclusive list of the skills and abilities required to do the job.
