Director, Early Childhood ProgramsSan Francisco Community College DistrictThe Director of Early Childhood Programs shall be responsible for leading the operation, coordination and management of two Child Development Center (CDC) laboratory schools at City College of San Francisco (CCSF) Ocean Campus and Mission Center as well as the Family Resource Center (FRC) at Mission Center. Under the direction of the Dean of Business, Child Development, Culinary, Fashion, & Horticulture, the Director supervises classified staff and supports faculty at both CDCs and the FRC, engages in outreach, recruitment and partnership efforts to increase awareness and enrollment, seeks and procures various funding sources while managing grants and ensuring compliance, establishes and maintains lines of communication and positive relationships with the CDC staff, parents/guardians of enrolled students, and the Child Development & Family Studies (CDEV) Department faculty, staff and students, and collaborates with early child development agencies and affiliates. In coordination with the administrative team and the CDEV Department Chair, the Director is expected to be the primary manager/administrator for all matters related to these CCSF's noncredit early childhood programs, including day-to-day operational logistics, staffing coverage, curriculum, complaints, facilities, classroom supplies and equipment, food and nutrition, audits, licensing requirements, year-end reports, budget management, safety measures, and professional development. Follows established policies, procedures and directives set by the California Community Care Licensing Division and California Department of Education. This is an IN-PERSON ON-CAMPUS position.To administer and supervise the day-to-day activities of CCSF Child Development Center at Ocean Campus and Mission Center and Family Resource Center at Mission Center.Knowledge of established policies, procedures and directives set by the California Community Care Licensing Division and California Department of Education. Operational characteristics, services and activities of a child development center and the principles and practices used in the administration of such a center. Theories and principles of early childhood growth and development. Early childhood teacher training and effective teaching principles and practices. Licensing guidelines and funding terms and conditions for operation of childcare and development programs in California. Principles of supervision, training and performance evaluation. Philosophy, concepts, methods, terminology, and techniques for enhancing the development of infant, toddler and preschool age children. Principles and practices of grant writing, project management, contract compliance and monitoring, program development, implementation and administration. Procedures, methods and techniques of budget preparation and control. Methods and techniques of research, analysis and report preparation. Principles and procedures of financial record keeping and reporting. Pertinent federal, state, local codes, laws, and regulations. Methods and techniques used in customer service and public relations. Classroom management and instructional techniques. Nutrition, health and safety needs of children.Ability to oversee adherence and compliance with the California Community Care Licensing Division and California Department of Education. Oversee and participate in the management of a comprehensive child development center. Implement program policies and curriculum activities. Identify and assess developmental needs of preschool age children and be sensitive to children and families from diverse backgrounds. Demonstrate a sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college students and personnel, including those with physical or learning disabilities. Participate in the development and administration of goals, objectives, and procedures for assigned areas. Interpret and apply federal, state, and local policies, laws, regulations and administrative policies and procedures. Adhere to National Association for the Education of Young Children (NAEYC) professional code of ethics and models this philosophy for all children, staff, and parents. Maintain current knowledge of trends and research in early childhood education. Communicate with and resolve issues from staff, parents, students, and others. Research, analyze, and evaluate new service delivery methods and techniques. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Prepare and administer state and federal contracts, grants and budgets, write proposals for grants, and prepare reports required by grants. Organize and coordinate projects and prioritize activities to meet established deadlines. Supervise, direct, train and evaluate the work of assigned staff. Prepare clear and concise administrative and financial reports. Communicate clearly and concisely, both orally and in writing. Perform responsible administrative support duties involving the use of independent judgment and personal initiative. Establish and maintain effective relationships with those contacted in the course of work.Minimum Qualifications Education and Experience 1. Earned Bachelor's degree from an accredited college or university with major course work in Child Development, Early Childhood Education, Human Development, Home Economics/Family & Consumer Studies (with a specialization in child development/early childhood education) or Educational Psychology or a related field AND two years of increasingly responsible experience teaching young children AND two years of experience supervising adults as a head teacher, site supervisor, co-op director, or in a related position; OR the equivalent. Permit, License, and Certificate 2. Possession of a Title V Program Director permit. 3. Possession of a valid Pediatric CPR/First Aid Certification. 4. Possession of a valid California Driver's License Class 3 (autos and light trucks). Other Requirements Work in a sitting position for extended periods of time; function with sufficient static strength, extent flexibility and manual dexterity at the level required to perform the representative duties.Desirable Qualifications Minimum of three years of experience at a site working with children and child programs. Ability to deal in an effective, tactful manner with the campus population and program participants. Good written and verbal communication skills as well as congenial personality to facilitate dealing with employees, program participants, and the public in general. Ability to establish and maintain cooperative working relationships with those contacted in the course of work. Self-motivated and assertive individual.Total compensation includes a health insurance plan and a retirement system (Either San Francisco Employees' Retirement System or the California State Teachers Retirement System). Choice of several medical plans, dental, vision, Basic Life and AD&D up to $50K, Flexible Spending Account, commuter benefits, and voluntary supplemental plans. New employees hired on or after January 1, 2014, contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
