Position Summary The Data Management and Operations (DMO) Workstream Lead will serve as the strategic and operational advisor for the Data Modernization Initiative (DMI) and Analytics workstreams within the State Department of Public Health. This role centers around modernizing DPH's approach to data stewardship, onboarding, governance, analytics standards, and information product design. This individual will drive data governance, stewardship, analytics enablement, and organizational change to support the LPH Data Solution implementation and the broader enterprise data strategy.
Key Responsibilities Strategic Leadership & Governance Serve as the lead advisor to DPH and DMI leadership on data governance, stewardship, ethics, analytics, and modernization strategy
Oversee the completion and execution of the Data Modernization Maturity Model (DM3) Assessment, including gap analysis and recommendations
Lead the creation and implementation of the Data Stewardship Organizational Change Management (OCM) Strategy and Plan
Collaborate with legal and compliance teams to streamline internal data sharing agreements
Provide oversight and strategic input to ensure alignment with enterprise architecture, security, privacy, and public health policy
Data Stewardship & Change Management Define and execute a change management roadmap for establishing a culture of data stewardship across DPH
Develop SCORM-compliant training programs for Data Stewards and Enterprise Data Platform (EDP) users
Support the rollout of shared services models for analytics, stewardship, and business intelligence (BI)
Analytics & Enablement Guide creation of information product templates, analytic dashboards, and user-centered reporting strategies
Collaborate with Snowflake, Tableau, and Salesforce teams to ensure data availability and usability
Evaluate and improve accessibility, data quality, and standardization practices across departments
Define data elements critical to OLRH's reporting obligations
Help shape data models and dashboards that empower local public health leaders with actionable insights
Ensure compliance with federal/state data privacy and health equity reporting requirements
Stakeholder Engagement Work directly with OLRH program directors, local public health authorities, and community partners
Act as a champion for the local public health perspective during technical discussions and decision making
Required Qualifications Minimum 8–10 years of experience in data governance, public health analytics, or data modernization
Experience leading enterprise data strategy, stewardship, and analytics initiatives within government or public health
Deep knowledge of data governance best practices, enterprise data platforms, and regulatory frameworks
Demonstrated ability to collaborate across multidisciplinary teams and communicate with both executive and technical stakeholders
Strong project leadership and change management experience
Experience supporting technology modernization efforts in public health settings
Demonstrated understanding of local board of health operations, public health assessments, and service delivery
Preferred Qualifications Master's or Doctoral degree in Public Health, Data Science, Information Systems, or related field
Experience implementing DMI/CDC-aligned data strategies or maturity models such as DM3
Knowledge of public health systems, laws (e.g., M.G.L. c.111), and OLRH strategic priorities
Strong understanding of Blueprint for Public Health Excellence
