Overview In this role you will lead the execution and ongoing delivery of large-scale FAA telecommunications programs, ensuring secure, modern network services for the NAS. You will align operations with FAA priorities, manage a sizable engineering workforce, and drive continuous improvement across fiber, cloud connectivity, and network modernization efforts. You will work closely with FAA stakeholders and cross-functional teams to balance scope, cost, schedule, and risk while maintaining compliance. This role offers a mission-driven opportunity to shape critical infrastructure and implement secure, scalable networks in a regulated environment. ResponsibilitiesLead integrated FENS execution across multiple telecom and network domainsManage scope, cost, schedule, and risk for enterprise network servicesCoordinate FAA governance, integrator, and carrier/OEM stakeholders; drive milestone reviews and readiness for network cutoversOversee day-to-day program operations including fiber deployment, network modernization, and cloud connectivityLead and manage a workforce of 75-100 professionals across rolesEnsure delivery meets SLAs, KPIs, and FAA performance expectationsOversee program execution with schedule, staffing, risk, and issue managementPartner with technical leads to align WAN/LAN, fiber, cybersecurity, cloud, and network operationsSupport budget planning, cost control, labor forecasting, and financial reportingDrive workforce performance through planning, succession, training, and performance managementManage cross-functional dependencies and resolve escalated operational, technical, and personnel issuesEnsure compliance with FAA AMS, RMF, NIST and contractual governanceSupport customer engagement, executive briefings, and program reviews with FAALead continuous improvement initiatives to enhance service quality, bandwidth, resilience, and team effectiveness Key requirementsU.S. CitizenshipAbility to obtain/maintain Public Trust clearance16+ years managing large distributed telecommunications or network engineering teamsTrack record delivering telecom programs in federal environmentsStrong understanding of enterprise network services, service delivery models, governance, and performance managementExperience with copper-to-fiber migrations, WAN/LAN modernization, and secure cloud connectivityExperience supporting contract execution, workforce planning, and compliance reportingProven ability to manage scope, schedules, budgets, risks, and dependencies using PM methodologies (Agile, Waterfall, or hybrid)Strong stakeholder management with experience briefing senior leadership and external customersAbility to conduct technical reviews, validation activities, and post-implementation assessmentsleadershipstakeholder managementcommunicationfiber optic technologiesSD-WANMPLS
