Utilities Director - Salary Range ($112,244 - $181,629)

General Statement of JobManages, directs and coordinates all Utilities Department personnel and activities to ensure operations are performed in accordance with all local, state, and federal regulations. City Expectations:Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.Specific Duties and ResponsibilitiesEssential Functions:1.              Manages and coordinates activities of all employees and/or consultants engaged in the planning, design, operation, construction, maintenance, repair and service of public utility facilities and infrastructure.2.              Establishes policies, procedures and methods for the planning, construction, operation and maintenance of all applicable public utility facilities and infrastructure.3.              Formulates long range plans and related cost estimates. Prepares and recommends capital improvement, renewal and replacement programs on a five year basis to maintain all applicable public utility facilities and equipment in an efficient operating condition and in compliance with applicable regulations.4.              Analyzes trends to determine adequacy of current operations and existing rates to meet expenditures. Develops and manages the utilities department annual budget5.              Responsible for supervising, in cooperation with the city engineer and others, the design and construction of all utilities projects whether performed by city personnel or consulting engineers and contractors.6.        Ensures a system of departmental records and reports which will meet all state, federal and local governmental regulations.7.              Confers with state, federal, local representatives and consulting engineers on programs involving the department, including regulatory requirements, grants, bids, etc.8.              Responsible for hiring, transfer, suspension, promotion, discharge, discipline and evaluation of employees.Responsibilities:Responsible for the organization, planning, direction and management of all utility divisions and functions to provide an adequate, safe and efficient water supply and wastewater service. Responsible in work to the Assistant City Manager. Minimum Education and TrainingBachelor’s degree, preferably in either the Biological Sciences, Chemistry, Business, Engineering, Public Administration or related field, and ten (10) years of work experience in the field of utilities -OR- a master’s degree in the same fields with eight (8) or more years of related utilities experience. Municipal experience and a licensed Professional Engineer (P.E.) in the State of Florida preferred. Management experience is required. Possess a valid Florida Driver’s license, free of any serious violations or ability to obtain an instate license within thirty (30) days from date of hire.Minimum Qualifications and Standards RequiredSkill Requirements: Comprehensive knowledge of the principles, practices and methods involved in the administration, operation and management of public utilities. Ability to establish and maintain effective working relationships with superiors, subordinates, fellow employees, elected officials, regulatory agency representatives and the general public. Capable of communicating clearly and concisely, both orally and in writing and giving presentations to large groups.   Personnel management skills including experience in team-building, change management, performance efficiency assessment and conflict resolution. Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with CentralSquare Software applications based on an iSeries system is preferred. Working knowledge of current versions of Internet browsers and Microsoft Outlook is also highly recommended. Ability to learn specific computer applications used in the Department.Physical Requirements: Ability to sit, stand, walk, climb, bend, stoop, and lift. Ability to work both indoors and outdoors in all kinds of weather. Must be able to work under the stress of multiple priorities and deadlines, as well as occasional emergency situations. Reasonable accommodation will be considered for individuals with physical disabilities.
