Job Title: Construction Manager / Quality Control ManagerLocation: Paducah Gaseous Diffusion Plant (PGDP) located at 5511 Hobbs Rd. Kevil, KYName of Project: C-107 Program Support FacilityClient: : Four Rivers Nuclear Partnership, LLC (FRNP)Anticipated Start Date: July 2026Pay Range: $110k - $140k/year plus benefitsProject Duration: 18 monthsProject Details (Size, SOW, Site Background, Etc.)Size of Project: $30,000,000SOW: Design-Build of a new program support office buildingSite Background, etc.: The new C-107 Program Support Facility will house occupants of the current C-100 Administrative Complex, and include other DOE Site Contractor management, as well as the Department of Energy and its technical support Contractor. Not only will the new building promote a collaborative working environment among site tenants, but it will also align with future reindustrialization efforts by providing a public access area and a museum space showcasing artifacts and pivotal timelines of this site’s history. The new facility will also house various conference rooms, break spaces, a large gathering/meeting area, and have multiple automated access control systems that separate each Contractor’s footprint within the building. To expedite construction it is expected that there will be multiple construction packages issued by the design-builder to fast track the schedule. The building site is on the perimeter of the secure facility and ultimately will be made to be more easily accessible by the public.Daily ResponsibilitiesDaily responsibilities may include any or all of the following in the preconstruction phase:Schedule and cost review, maintenance and updatingPreparation of a construction management planConstructability review, long lead time items reviewLabor availability reviewAssistance and management of the permitting processDaily responsibilities may include any or all of the following in the construction phase:Representation of the CMa team on site daily during construction working hoursCoordination and interfacing with the DOE and Owner’s agent for coordination of this project’s activities with the work of the operation of the PGDP and other contractors on-site.Coordination of tests and inspectionsRFI review and inputMonitoring of work being installed for progress reporting and billingReview and input into the safety plan of the contractor and CMaMonitor, inspect, and provide oversight on the quality of the work and provide reportingProduce a daily report with photographsScheduling and coordination of systems and utilities connections and tie-ins.Observe and document final testing and start-up of utilitiesSupport and perform substantial completion activitiesAssist with final inspections, punch lists, turnover, and closeout Coordinate any owner trainingCoordinate with FFE and support, delivery, and installationRequired Qualifications (Experience, Education, Certifications, Clearances, Etc.)A minimum of 8 years of experience as a construction manager or QC manager managing construction projects of a similar size, scope, and complexity to this project. This person will be on-site full time and work as part of a CMa team interacting directly with the CMa Project Manager and the Owner’s Agent project managersDegree in construction management, engineering, or equivalenKnowledge of construction management techniques Ability to read, understand, and enforce construction plans, specifications, and any other contract documents.Preferred QualificationsExperience supporting Federal agencies specifically FAA but also including (GSA, DoD, VA, DHS, USACE, or similar agencies).Certifications such as:U.S. Army Corp of Engineers (USACE) Certified Quality Manager (CQM)ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE)OSHA Safety Training HSPD-12 security clearanceAble to work independently and collaboratively as part of an on-site teamSomeone who is a self-starter and does not require daily direction on tasks and to-dos Possess good verbal and written language skillsHave strong management skills to coordinate multiple initiatives simultaneously.Be able to efficiently use standard computer programs for creating reports, logs, etc. in both office and mobile computing environmentsBe able to effectively use project controls and document controls systems in both office and mobile computing environmentsKnowledge with, and experience in performing, the tasks in each of the three phases of control for each definable feature of work (Preparatory Phase, Initial Phase, Follow-up Phase) associated with this project
