The position is responsible for the coordination, implementation, and completion of multiple projects simultaneously.ESSENTIAL FUNCTIONS Collaborates with business and technical staff to elicit, clarify, and document project requirements by conducting detailed business analysis, outlining the problems, opportunities, and objectives via interviews, document analysis, business process development, and case studies to find equitable solutions for the department; andAcquires resources, manage third-party contractors, and control project scope; andAssists in the collection and documentation of project objectives, manage stakeholder and project team member expectations, and, where appropriate, identify opportunities that spans cross-functional and technical boundaries; andDefines feature lists, use cases, acceptance criteria, user flows, user personas, and other artifacts in support of product development efforts; andPerforms ongoing product backlog maintenance, prioritization, and resolution of defects/bugs by managing timeline and delivery expectations andManages projects and cross-functional project teams to ensure projects are conceived, designed, planned, tested, and executed effectively, including tracking, managing, and efficiently communicating projects throughout their life cycle while managing risk to ensure that project objectives are met; andAnalyzes, define, and document requirements for data, workflow, logical processes, interfaces with other systems, internal and external checks and controls, and reporting; andWorks with Information Technology staff to ensure that application security meets the business needs and security requirements; andDocuments the business and technical requirements in a consistent manner; andInventory control of assets under the responsibilities of the IT Services Desk Manager; andIT Services DeskMARGINAL FUNCTIONSPerforms other related duties as required.OTHER REQUIREMENTSA valid CA driver's license. May be required to work after-hours maintenance windows and participate in on-call rotation.MINIMUM QUALIFICATIONSA bachelor's degree, with a major in computer science, business administration, or a related field; WITHEither four years of experience at the Oakland Housing Authority performing analytical duties; OR two years of SQL Server experience.Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus. Equivalent combinations of education, training and experience will be considered.KNOWLEDGE AND ABILITIESKNOWLEDGE OF : Microsoft operating systems, MS-SQL (queries, views, and scripts), VMware troubleshooting database issues SSR, web-based application architectures, MSOffice 365 (especially Excel), PowerShell. Program change management, testing, documentation; implementation, and SQL Server Always-On Technology.ABILITY TO: Translate and breakdown project requests into specifications that are ready to be used by the development team. Perform system application, data analysis, and solution research.
