Senior Program Manager Lead

Spectra Tech, Inc. is hiring for a Corporate Sr. Program Lead in Oak Ridge, TN.Job DescriptionSpectra Tech is seeking technical leadership candidates who can both sell the work (identify opportunities and lead proposals) and execute the work (serve as a Project Manager or Subject Matter Expert) within our Nuclear Fuel Cycle and Facility Operations portfolio.The selected candidate will leverage their experience, network, technical expertise, and background in the nuclear fuel cycle to capture new contracts while leading the execution of existing complex nuclear operations and regulatory compliance projects.Spectra Tech is a service provider, and this role is expected to ensure product delivery in accordance with established schedules and budgets. The successful candidate will grow with the company and be developed to lead their own business unit.Key ResponsibilitiesIdentify opportunities and lead proposal efforts within the nuclear sectorServe as a Project Manager or Lead SME upon project awardTake ownership of the full project lifecycle, including:Opportunity identificationTechnical solution developmentProject executionAssemble teams and function as lead architect for technical and cost proposalsLead execution of complex nuclear operations and regulatory compliance projectsMaintain technical precision while understanding broader project and business objectivesSupport product delivery in accordance with established schedules and budgetsInterface with technical teams, customers, and executive leadershipDesired AttributesEntrepreneurial mindset with the ability to identify and create opportunitiesAbility to recognize and capitalize on emerging opportunities within the nuclear sector (federal and commercial)Understanding of:Federal government work environmentsFederal procurement processesAgency-specific culturesExceptional oral and written communication skills for:High-stakes briefingsTechnical reportingAbility to bridge the gap between technical teams and executive leadershipHands-on experience in one or more of the following:Nuclear facility operationsLicensingFuel managementRadioactive material characterizationPackagingExperience performing reactor core fuel reload/startup analysesRequired QualificationsBachelor’s degree in an Engineering or Science-related fieldMinimum of 8 years of qualified work experienceDemonstrated project management and/or project delivery experienceDesired QualificationsGeneral understanding of:Engineering designAnalysis and testing of nuclear and radiological structures, systems, and componentsShipping containers and support equipmentExperience working under:NRCDOESimilar regulatory frameworksEngineering, procurement, and construction project experienceFamiliarity with different contract vehicles and risk mitigation strategiesAt Spectra Tech, Inc., our recruitment team is powered by real people in real time—personally reviewing every application with care and integrity.
