Program Manager
Overview
In this role you lead the delivery of Security Operations Center services, partnering with OCIO and CISO leadership to ensure contract success, operational excellence, and continuous improvement. You oversee end-to-end SOC activities, from operations to forensics, logging, and coordination, while driving governance and performance across the team. You will manage staffing, SLAs, and executive reporting, and you coordinate major cybersecurity incident response and 24/7 readiness. Your work shapes security outcomes for a federal environment with a focus on maturity, automation, and reliability.
ResponsibilitiesAct as primary liaison for agency leadership and stakeholders.Provide end-to-end program oversight across SOC service areas (operations, forensics, logging, coordination).Ensure compliance with BPA Call requirements, SLAs, and reporting obligations.Lead SOC governance including performance management, risk mitigation, and QA.Oversee staffing strategy to ensure coverage and surge capacity.Drive continuous improvement initiatives: logging maturity, SIEM optimization, automation and orchestration.Deliver executive-level reporting with actionable insights.Manage incident escalation for major cybersecurity events.Ensure 24/7 operational readiness and after-hours/on-call coverage.Direct contractor personnel with full authority over execution.
