Jail Diversion Sr. Program Coordinator

THE POSITION Washington County Behavioral Health Division within the Department of Health and Human Services is looking for a Jail Diversion Sr. Program Coordinator to join the Forensic team. This position will participate in cross-system collaboration (state, county, cities, jail, community) to more effectively divert individuals experiencing mental illness from the criminal justice system. About the Opportunity This position is responsible for overseeing the Jail Diversion program with a broad range in scope. Duties generally include administration of budgeted funds and contracts for services; development, coordination, and evaluation of the program using the Sequential Intercept Mapping/Model as a framework; and participation in more complex aspects of the work. Heavy emphasis is on strong collaboration across systems, including community mental health, the courts, and law enforcement. Essential duties may include, but are not limited to: Research and develop strategies to divert County citizens with severe and persistent mental illness (SPMI) from jail. Design, develop, and implement an annual quality improvement plan for jail diversion services. Work with technical assistance agencies, providers, and other stakeholders to identify technical assistance and training needs and arrange for and provide technical assistance to service providers and other stakeholders. Provide consultation as necessary. Act as a liaison between the Department, local agencies, State agencies, service providers, and the public for issues related to jail diversion. Staff advisory committees and coordinate meetings as necessary. Design, conduct, and direct research and data collection projects including problem identification, analysis, identifying resources, and evaluation. Establish and maintain collaborative working relationships with stakeholders and stakeholder groups. This position may be eligible for a hybrid work schedule. The ideal candidate will have: The ideal candidate will have a good understanding of the intersection of criminal justice and behavioral health. They will also have experience with developing and implementing programs in the areas of behavioral health. Additionally, they will have experience advocating for justice involved individuals and working with law enforcement, community mental health and addictions services providers, and courts. This position is classified as a Program Coordinator, Senior. Classification descriptions are typically written broadly. To review this classification MINIMUM QUALIFICATIONS Education and Experience: Master’s degree in a social service, clinical psychology, counseling, or related field; AND five (5) years of work experience in mental health services; AND must be certified by the Mental Health and Addictions Certification Board of Oregon as a Qualified Mental Health Professional or hold an approved clinical license and meet the criteria of a Qualified Mental Health Professional as defined in the Oregon Administrative Rules.
