Financial Analysis & Planning Specialist with Security Clearance
Job Title: Financial Planning & Analysis SpecialistLocation: Hill AFB, Ogden, UT (100% Onsite)Duration: Contract (April 2026 – August 2026 to start)Pay Rate: $65.00 – $85.00/hour Position Overview Paladin/SNI Technology is seeking a highly skilled Financial Planning & Analysis Specialist to support a critical IT program at Hill Air Force Base. This individual will serve as the primary financial resource responsible for contract performance tracking, cost forecasting, procurement coordination, and financial compliance. This role works closely with program leadership, technical teams, government stakeholders, and vendors to deliver accurate financial reporting, support procurement processes, and provide data-driven insights that guide program decisions. Key ResponsibilitiesMaintain Estimate at Complete (EAC) tracking to forecast contract burn rate and support cost decision-makingConduct monthly financial reviews with leadership, providing updates on contract performance and projectionsDevelop and manage Rough Order of Magnitude (ROM) cost estimates for infrastructure, cloud services, and onboarding effortsSupport procurement lifecycle activities including planning, Preliminary Design Reviews (PDR), and Critical Design Reviews (CDR)Prepare procurement documentation such as checklists, requirements traceability matrices, and design review materialsReview subcontractor invoices for accuracy and validate invoices prior to submissionManage overtime approval workflows and track actual labor hoursProvide cost analysis support for surge project proposals and maintain separate tracking within EACContribute to contract reporting requirements including Monthly Status Reports (MSR) and Contract Operations Monthly Reports (COMR)Develop and maintain annual spend plans aligned with cost estimates and procurement cyclesPerform software license management, including inventory reporting and usage trackingCollaborate with technical teams to gather requirements and validate cost estimatesRequired Qualifications Education: Bachelor's Degree in Finance, Accounting, Business Administration, or related field Clearance: Active Secret Clearance (required) Experience: 7+ years of experience in government contract finance, IT program financial management, or procurement supportProven experience with EAC analysis, cost forecasting, and financial tracking systemsExperience supporting procurement processes and developing cost estimatesSkills & Expertise Knowledge: Contract financial management (EAC, invoice processing, cost variance analysis)Government procurement processes, including PDR/CDR and required documentation Technical Skills: Advanced Excel skills (financial modeling, pivot tables, macros, complex formulas)Strong analytical and quantitative capabilities Core Competencies: Ability to identify cost variances and recommend corrective actionsStrong collaboration skills across program management, technical teams, and government stakeholdersDetail-oriented with strong problem-solving abilities
