We are united by a common mission: to deliver services and technology that fundamentally change how skilled workers and the businesses they serve get hard work done.Job DescriptionThe Project Controls Lead (PCL) implements overall project controls direction through the application of systems and methods for estimate development, cost control, progress measurement, schedule development/control, and management of change. This role provides leadership and expertise across project cost, schedule, progress measurement, and change management, and supports the project team with analysis, reporting, forecasting, and budgeting.ResponsibilitiesProvide timely and accurate data and deliverables in support of benchmarking and tool buildingProvide overall project cost, schedule, progress measurement, and change management leadership and expertiseProvide support to the Project Team and Stewards with cost and schedule analysis, reporting, forecasting, and budgetingDevelop the Project Controls Plan and Management of Change (MOC) PlanEnsure the Stewardship process is established and implemented, including monthly cost and schedule stewardship reviewsCoordinate and communicate priorities for new and ongoing estimating, planning, and cost control activitiesLead preparation and maintenance of the Cost Breakdown Structure (CBS), Original Control Budget (OCB), Current Control Budget (CCB), Project Master Schedule, Budget (Planning & Budgeting (P&B)), and the overall cost and progress control systemCoordinate collecting, analyzing, and reporting of project cost and schedule control information; assess overall project status, identify potential problem areas, and prepare overall cost and schedule forecastsAdminister and facilitate the Management of Change processFacilitate the Capital Efficiency / Opportunities and Vulnerabilities processInterface with Controllers regarding AFEs/budgets, invoices, and development of Work-In-PlaceParticipate in the bid evaluation process (as required)Participate in developing Contract Price Budgets and Contract Control Schedules and MilestonesEnsure the Project Controls team is familiar with contractor payment terms and contract coordination procedures applicable to their scopeLead preparation for Gate Reviews, Advance Commitment, Full Funding, or Supplement activities, including:Coordinating development of cost and schedule estimates for Gate and Check Point/Advance Commitment reviewsCoordinating development of Estimate Confidence Packages and Estimate Development PlansRespond to ad hoc requests from the Project Management Team (PMT) related to controls/reportingSupport consortium/affiliate/joint venture presentationsSupport preparation of close-out reporting / CA$HD inputPerform project-level quality assurance by monitoring and appraising contractor performance in cost control, progress measurement, and schedule controlEnsure proper and effective project control measures are executed by the contractor, including cost and schedule control organization, plans, and proceduresReview and, where appropriate, endorse contractor-prepared schedule, progress, and cost baselines and forecastsReview progress measures reported by the contractorReview cost and schedule bases of contractor change proposals/orders, including progress trends developed by the contractorAssist site management in developing/reviewing corrective actions and recovery plans; ensure actions/plans are implementedManage the cost and schedule organization including contractor sites; serve as the central link from the project to the organizationMaintain close liaison with other members of the organization on the project and the functionCoordinate development of a Project Controls Implementation Plan tailored to the specific projectProvide feedback and mentoring to project controls engineers and plannersEnsure functional alignment for support and approval of key deliverables (e.g., Estimate Confidence Package, Estimate Development Plan)Drive and promote capital efficiency on projects stewarded by the departmentSkills And QualificationsBachelor’s or Master’s Degree in Engineering, Engineering Technology, or Construction ManagementExperience in project controls focused on cost control and schedule control achievementsSupervisory experience requiredCertification(s) in the project management discipline from a recognized organization (Primavera, PMI, AACE, etc.) preferredWilling to work overseas in a team environmentWilling to relocate to required project siteKnowledgeable with project management best practices framework and key work processesDemonstrated ability to drive creativity, innovation, and continuous improvementStrong influencing, consulting, mentoring, analytical, and computing skillsStrong Excel and PowerPoint skillsAdaptability to changing prioritiesStrong interpersonal and communication skillsAbility to multitask and respond quickly to urgent analysis requestsLocation: Spring, TXSchedule: 5/2Pay: $60-100/hr (W2)
