Walker St. Burgaw, NC 28425 Job Type: Full-Time Permanent Job Number: 2026--0518 Department: FINANCE Opening Date: 05/18/2026 Closing Date: 6/1/2026 11:59 PM EasternGeneral Definition of WorkThe fixed asset manager position is accountable for recording the cost of newly acquired fixed assets (both tangible and intangible), tracking existing fixed assets, recording depreciation, and accounting for the acquisition and disposition of fixed assets. Performs professional accounting work assisting with departmental operations and activities; helps ensure compliance with all audit reporting requirements; assists in the administration of all accounting records concerning the acquisition and disposal of County owned assets. Perform monthly reconciliation of capital outlay accounts to ensure departmental compliance with financial procedures. Review and document Finance Standard Operating Procedures as they relate to fixed assets, suggest improvements or efficiencies where applicable. Work is performed under the general supervision of the Deputy Finance Director. Assist with other duties as needed or assigned. Essential FunctionsCreate and monitor a system of controls, procedures, and forms for the recordation of fixed assets. Recommend to management any updates to accounting policies related to fixed assets. Assign tag numbers to fixed assets. Record fixed asset acquisitions and dispositions in the accounting system. Track the compilation of project costs into fixed asset accounts, and close out those accounts once the related projects have been completed. Reconcile the balance in the fixed asset subsidiary ledger to the summary-level account in the general ledger. Calculate depreciation for all fixed assets. Review and update the detailed schedule of fixed assets and accumulated depreciation. Calculate asset retirement obligations for those fixed assets to which AROs are applicable. Investigate the potential obsolescence of fixed assets. Conduct periodic impairment reviews for intangible assets. Conduct periodic physical counts of fixed assets. Recommend to management whether fixed assets should be disposed of. Conduct analyses related to fixed assets as requested by management. Prepare audit schedules relating to fixed assets and assist the auditors in their inquiries. Track company expenditures for fixed assets in comparison to the capital budget and management authorizations. Knowledge, Skills, Abilities, Education & ExperienceKnowledge of the principles and practices of general governmental accounting and budgeting: knowledge of federal, state and local laws and policies concerning county fiscal operations; knowledge of grant reporting; knowledge of the current literature, trends and developments in the fields of governmental accounting and public finance administration; knowledge of modern office practices and of standard office and accounting equipment; general knowledge of audit practices; ability to exercise independent judgment and initiative in completing assigned tasks; ability to prepare complex financial reports and analyze financial statements; ability to communicate ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with associates. Graduation from a four-year college or university with a major in accounting, business administration, or other curriculum that would provide a core foundation in financial management; or a two-year degree in accounting from a business school or community college and two years of accounting or auditing experience. 3+ years of fixed asset accounting experience. Bachelor's degree in accounting preferred. Must be detail oriented. Physical RequirementsThis work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
