Overview
This role may be hired at the Manager or Senior Manager level, depending on experience and qualifications, and is responsible for establishing and overseeing BIM/VDC program requirements for owner-driven projects. The role defines program frameworks, sets digital delivery standards, and coordinates across design and construction stakeholders to ensure consistent, predictable digital delivery aligned with owner expectations across projects and phases.
Key Responsibilities
Program Setup & Governance
Define program-level BIM/VDC requirements with owners, design teams and contractors.
Translate owner objectives into clear BIM/VDC program requirements.
Develop and maintain the Digital Delivery Framework for each program, including standards, expectations, workflows and governance rules.
Establish documentation standards, naming conventions, file structures, LOD matrix and model audit processes.
Set up and govern the Common Data Environment (ACC/BIM360) including permissions, workflows, coordination model structure and milestone gates.
Conduct BIM/VDC discovery and evaluation of existing project conditions.
Provide clear definitions of 4D/5D integration expectations (rules, inputs, requirements) without performing scheduling or cost modeling work.
Owner & Stakeholder Coordination
Serve as the primary point of contact for owners on all Digital Delivery Program matters.
Facilitate alignment between owner objectives, design intent, fabrication needs and field execution requirements.
Document decisions, requirements and constraints that impact digital delivery.
Review and validate VDC scope expectations with design partners, trade contractors and owner consultants.
Coordinate with other third-party BIM/VDC vendors to ensure compliance with program standards.
Internal Service Line Integration
Translate owner/program requirements into actionable scope to be delivered by VEC Electrical, Mechanical, Plumbing, Civil, Coordination, On-Site QC, Scanning and Implementation teams.
Participate in internal kickoff, pre-planning and milestone check-ins for all active VEC scopes.
Verify that each service line is aligned with program standards, workflows and deliverable expectations.
Identify gap scopes, risk areas, inefficiencies and provide direction for corrective actions.
Support QA/QC reviews of models, documentation and coordination outputs.
Program Delivery Management
Oversee the execution of all VEC Digital Delivery scopes at the program level.
Maintain visibility on timeline, risk, resourcing needs, and upstream/downstream dependencies.
Track compliance with program-wide standards, workflows, and owner requirements.
Facilitate periodic program reviews, alignment meetings, and reporting to ownership teams.
Escalate major risks, design coordination issues, and technical blockers early with recommended solutions.
Digital Strategy & Technical Direction
Define the technology stack required for digital delivery (ACC, scanning, point layout, coordination tools, parameters, metadata structure etc.)
Support development of digital twin requirements and asset data structures.
Provide direction on how design data, construction models and field data should connect across the lifecycle.
Evaluate workflows for constructability, clash avoidance, risk mitigation and early design issue detection.
Maintain program knowledge base, templates and lessons learned for repeatability.
Define FM/digital twin deliverable requirements early.

Support VEC-wide alignment by contributing improvements to internal SOPs and enterprise standards
Business Alignment & Program Support
Support scope definition, clarifications, and assumptions during proposal and contract stages
Identify opportunities for VEC service lines to provide additional value through early involvement
Review project performance, risk exposure, and alignment with VEC operational standards
Provide input to leadership on resource needs, service line improvements, and capability development
Who You Are
Required Skills & Experience
8–12+ years in BIM/VDC, digital delivery, or design-construction program management
Strong understanding of construction processes, coordination workflows, and digital ecosystems
Experience working directly with owners, developers, or major capital program stakeholders
Proven ability to build BIM/VDC standards, digital execution plans, and cross-disciplinary frameworks
Expertise in ACC/BIM360, Navisworks, Revit, model federation, scanning/point clouds, and CDE governance
Ability to work with multiple service lines, manage risk, and deliver clarity in ambiguous situations
Exceptional communication and stakeholder-management skills
Ability to translate technical data into actionable direction for both executives and field teams
Preferred Qualifications
Experience with 4D/5D integration concepts (not execution)
Experience in healthcare, mission-critical, aviation, higher education, or large public-sector programs
Familiarity with ISO 19650 or other digital delivery standards
Understanding of digital twin and FM data structures
