This salary reflects Rest of U.S Locality and may change based on location.Travel up to 25%Qualifications/Requirements: This position is for an F-35 Avionics Technical Refresh (TR) Lead Program Manager (PM). This position will provide direct leadership, management, and oversight for the TR Integrated Product Team (IPT) within the Air Vehicle-Mission Systems (AV/MS) Avionics Branch. The TR Lead Program Manager is responsible for guiding the TR IPT in support of all technology refresh efforts across the full acquisitions lifecycle and integration for all variants of the F-35 Integrated Control Panel (ICP), Panoramic Cockpit Display (PCD) and Advanced Memory System (AMS). The TR Lead PM will provide overall guidance and management for a team of program managers, engineers, and logisticians within the TR IPT.Major DutiesDuties include providing oversight within the TR IPT, including requirements management, integration planning and coordination across various branches and IPTs, budget execution, planning and reporting.Supporting appropriate product and program reviews, and managing/reporting on all TR products, metrics, risks, and technical issues.Plan appropriate support for test and integration of TR within software and system labs to evaluate progress, status, and issues.Responsible for and must maintain full insight into all aspects of TR development, production, and sustainment efforts to achieve integration of capabilities on all three variants of the F-35.Interfacing with the various program offices and vendors, Lockheed Martin, product suppliers.Required QualificationsExperience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.BS or BA degree in Business, Management or relevant technical discipline to include Engineering and Engineering Management.APDP PM Advanced Certification (APDP PM Level III equivalent).8 years APDP coded experience (minimum).4 years in a Program office or equivalent organization within the DoD environment, preferrable a major weapons system.Demonstrated capability to successfully operate as part of an IPT in a major weapons development program.Desired QualificationsMS degree in Engineering, Engineering Management, or relevant technical discipline.At least 2 years avionics engineering in a USAF or USN program office; or another relevant PM role.Avionics integration, mechanical/electrical engineering, software systems engineering; Logistics and sustainment for major weapons program; or Affordability, acquisition strategy.Leadership experience at and IPT lead or Team Lead.SPECIALIZED EXPERIENCE: The F-35 Joint Program Office is an ACAT I program and requires candidates to already be seasoned acquisition program managers before applying. You must meet the minimum of 8 years ADPD coded experience and have at least 2 years experience in a DoD acquisition program office.Additional RemarksSECURITY CLEARANCE: The employee must obtain and maintain the appropriate Secret security clearance (Top Secret eligible) and be Special Access Programs eligible.TRAVEL REQUIREMENTS: This position requires the employee to occasionally travel away from the normal duty station.Anticipated Start Date: ImmediatelyIf already an NH-04 or equivalent in AcqDemo or similar system, this would be a lateral move, not eligible for salary increase.This announcement may result in a 120-day register that may be used to fill like vacancies for 120 days after the closing date.This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).Position may be subject to random drug testing.Resume will be used to determine your qualifications.
