Monroe Community CollegePosition Title: Manager II/Instructor, Law Enforcement In-Service Programs - Monroe Community CollegeLocation:Rochester, NYCategoryProfessional StaffJob TypeFull TimePosted OnThu Apr 23 2026Job Description:Function of Position:The Manager/Instructor of Law Enforcement Programs is a combined teaching, administrative, and supervisory position that serves as the general manager of law enforcement training and educational programs, including recruit and in-service training. A key responsibility of this position is to understand the issues facing law enforcement and develop a consensus among many agencies regarding training solutions to address these issues. As such, this individual provides the vision and leadership necessary to meet the community's law enforcement education needs and program performance requirements of various stakeholders. This position is also responsible for managing program resources to optimize student learning. This includes financial and program planning and management, supervision of professional and instructional staff, meeting financial and program performance objectives, maintaining communication and relations with partner agencies, customer support, ensuring compliance with regulatory agencies, identifying the need for and leading the development of new courses and programs, and problem-solving. This position reports to the Dean of Public Safety Training Programs.Pursuant to Section 211 of the New York State Retirement and Social Security Law, Monroe Community College is conducting a recruitment effort to determine whether qualified non-retired candidates are available to fill this position. This recruitment is part of the process required to assess the availability of qualified applicants before consideration of continued employment of a retiree under the provisions of Section 211.Primary FunctionsExamples of Duties & Responsibilities:Leads the law enforcement program team.Planning, budgeting, monitoring, revising, and scheduling educational offerings.Manages the law enforcement training budget(s).Assists with the planning and development of the overall PSTF budget.Performs strategic and tactical assessments of all components of an educational program.Supervises technical assistant(s), instructor(s), and other support personnel.Develops and maintains strong relations with stakeholders and partnering agencies.Guides and promotes new program development.Represents the PSTF and its programs, disseminates program information, and determines customer training/educational needs.Ensures consistent instruction within programs.Ensures instructors have the instructional materials and resources necessary to provide high-level educational programs that address stakeholder needs.Ensures compliance with Municipal Police Training Council (MPTC) courses and standards as regulated by the New York State Division of Criminal Justice Services (NYSDCJS).Maintains awareness of emerging law enforcement trends and issues.Identifies future needs and trends in law enforcement and proposes solutions to meet those needs.Evaluates instructors and their methods, curriculum, exercises, and student assessments.Secondary FunctionsCurriculum and lesson plan development.Provides qualified expertise in law enforcement-related areas as appropriate to the manager's background, credentials, and experience.Instructs in courses or topics as appropriate to the manager's experience and credentials.Seeks grant funding as appropriate.Ensures the maintenance of training documentation, objectives, lesson plans, media, and testing instruments for programs as required.Performs other functions as assigned by the Dean of Public Safety Programs.MCC ExpectationsAdheres to the College Code of Conduct.Contributes to, supports, and m
