Our team brings depth to the table when working with borrowers and investors throughout the 7-year compliance period.To learn more about our work, visit CEI Capital Management.Position SummaryCEI Capital Management, LLC, (CCML) is looking for an Investment Officer responsible for sourcing, underwriting, structuring, and closing New Markets Tax Credit (NMTC) investments. This position plays a key role in developing and maintaining a strong pipeline of qualified NMTC projects and ensuring the effective deployment of allocation in alignment with organizational strategy and community impact objectives.The Investment Officer will manage the full NMTC transaction lifecycle, including pipeline development, project screening, underwriting, structuring, and closing. This position reports to CCML’s Chief Executive Officer.Duties and ResponsibilitiesPipeline Development and Deal Evaluation· Identify, develop, and maintain a pipeline of NMTC-qualified projects through outreach to consultants, allocatees, investors, and other industry partners.· Build and maintain strategic relationships with key stakeholders to generate repeat deal flow and enhance market presence in target geographies and sectors.· Evaluate initial project eligibility, including NMTC qualification, financial feasibility, and alignment with organizational mission, allocation priorities, and community impact goals.· Maintain and update tracking systems, including deal status, key milestones, and reporting metrics for internal stakeholders.Underwriting, Structuring, and Transaction Execution· Perform detailed financial analysis of projects, including cash flow modeling, sources and uses, and sensitivity analysis to assess feasibility and risk.· Collaborate with the Investment and Asset Manager to manage and respond to project inquiries and the development of pipeline report.· Conduct comprehensive due diligence, including analysis of borrower and guarantor financial strength, and review of third-party reports such as appraisals, market studies, environmental assessments, and engineering reports.· Identify key transaction risks and develop appropriate structuring solutions and mitigation strategies.· Analyze NMTC transactions, including leverage structures, capital stacks, and alignment with the organization’s NMTC business strategy, deployment goals and mission alignment.· Draft and negotiate letters of intent and key business terms.· Manage transaction timelines and advance deals from underwriting through financial closing.· Prepare and present comprehensive investment memoranda and transaction summaries for review and approval by demonstrating a thorough understanding of the transaction, underlying assumptions, risks, and strategic rationale, and by providing clear, well-supported responses and follow-up information as needed.· Support the transition of closed transactions to asset management, compliance and accounting teams, including preparation of post-closing memo and documentation.QualificationsBachelor’s degree in finance, business, real estate, or related field, and at least three (3) years of experience in structured finance, community development finance, or commercial real estate lending.Experience with NMTC transactions and understanding of program requirements and regulations is required.Strong financial analysis, modeling, and underwriting experience.Familiarity with CDFI Fund requirements and compliance frameworks.Ability to manage complex transactions with multiple stakeholders in a fast-paced environment.Excellent communication, negotiation, and relationship management skills.Ability to operate independently and handle sensitive materials confidentially.Compensation and BenefitsCompensation is commensurate with knowledge, experience, and skill level. This is a full-time position with competitive benefits including annual performance-based bonus, health and time off. The staring salary range for this position is $110,000 to $125,000 depending on skills, abilities, experience, and education. CCML’s headquarters are in Brunswick, ME. CCML’s team works from the office one day a week, on Tuesdays, and other times as needed. There is flexibility for this position to be hybrid, or fully remote, if the candidate resides in a different geographic location, with the expectation of a quarterly trip to Brunswick for team meetings, and site visits or special events as needed.How to ApplyPlease send your resume to employment@ceimaine.org.
