Right Of Way AgentWe are seeking a Right Of Way (ROW) Agent to join our team in El Paso, TX. In this position you will support land acquisition, property management, and relocation services for infrastructure and development projects. This role partners closely with project managers, legal counsel, and clients to ensure compliant, efficient, and stakeholder-focused delivery of right-of-way activities.The ROW Agent plays a critical role in representing the client to property owners, tenants, and external partners, while ensuring alignment with federal and state regulations, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act).Reporting to a senior technical professional or manager, the ROW Agent is responsible for executing right-of-way activities across the project lifecycle. Key responsibilities include:Supporting land acquisition efforts, including participating in negotiations with property owners in compliance with the Uniform ActPreparing acquisition offers, relocation assistance packages, and payment documentation in accordance with federal and state requirementsProviding relocation advisory services to displaced residents and businesses, including needs assessments, eligibility determinations, and identification of replacement housing or facilitiesManaging sensitive or high-impact acquisitions, including those involving low-income, elderly, or special-needs populations, ensuring equitable treatment and regulatory complianceReviewing deeds, plats, encumbrances, and title records to validate ownership and identify potential acquisition risks or issuesPreparing and distributing property owner and tenant notification packagesConducting property inventories and supporting property management activities (sale, lease, or disposition)Maintaining accurate records, including contact logs, title documentation, condemnation support materials, and contract filesCoordinating and supervising the demolition and removal of property improvements, as requiredCollaborating with internal stakeholders and external partners, including clients, attorneys, government agencies, and real estate professionalsProviding guidance to junior staff or support personnel on specific assignments as neededThis role requires the ability to manage assignments of varying complexity, apply sound judgment, and independently execute project tasks under general supervision.You are a detail-oriented and client-focused professional with experience in right-of-way, real estate, or property management. You bring strong communication and negotiation skills, along with the ability to navigate complex and sensitive situations with professionalism and empathy.Key qualifications include:Bachelor's degree in Real Estate, Business Administration, or a related field, plus 2+ years of relevant professional experience (or 12+ years of related experience in lieu of a degree)Working knowledge of real estate transactions, title review, and land acquisition processesUnderstanding of the Uniform Act and applicable federal/state regulations is preferredStrong interpersonal, written, and verbal communication skillsAbility to exercise independent judgment and manage competing priorities effectivelyHigh attention to detail with strong organizational and documentation skillsAbility to build and maintain relationships with diverse stakeholders, including property owners, clients, and public agenciesBilingual (Spanish-speaking) ability is required.Real Estate license or appraisal certification preferredAdditional requirements:Ability to travel to project sites, properties, and government offices as neededValid driver's license with a driving record that meets company policyAccess to a reliable, insured vehicle may be requiredRewards & benefitsAt AtkinsRalis, our valuesSafety, Integrity, Collaboration, Innovation, and Excellenceare more than just words.
