TECHPHI Program Manager
Position OverviewThe Rocky Mountain Tribal Leaders Council (RMTLC) seeks a Program Manager with the aim to build and strengthen a communication and collaborative network focused on the enhancement of the delivery of health care services for the Rocky Mountain Region. This position will report to the TECPHI Program Director.Essential FunctionsAssist the TECPHI Program Director with tasks as needed.Assist other Programs within RMTLC with coordinating and planning of conferences and meetings as needed and upon approval by the TECPHI Director.Assist the Executive Director with tasks as necessary and TECPHI Program Director approval.Assist with the RMTLC Health Subcommittee meetings which includes collaborating with Tribal Health Directors, Urban Indian Health Directors, the RMTLC Tribal Epidemiology Center, RMTLC Tribal Health subcommittee representatives, disseminating agenda, reaching out to potential presenters, assist in identifying priorities with the RMTLC health subcommittee on an annual basis and assisting as needed by TECPHI Director.Assist with RMTLC's Quarterly Board meetings which includes collaborating with Tribal Leaders, RMTLC Tribal Health subcommittee representatives, RMTLC's Executive Director, disseminating agenda, reaching out to potential presenters, assist in identifying priorities with the RMTLC Quarterly Board representatives on an annual basis and assisting as needed by TECPHI Director.Keep minutes for RMTLC Health Subcommittees, RMTLC Quarterly Board meetings, and other committees as needed.Assist in dissemination of emails and other written communications to Tribes, Tribal Health Departments and elected Tribal Leaders.Update the RMTLC email list as needed for Tribal Council members, RMTLC Board of Directors, Health Subcommittee and Tribal Health Directors.Travel to Montana and Wyoming reservations and various out-of-state meetings/conferences as needed to complete TECPHI grant deliverables.Provide the RMTEC Communications Specialist with information to be added to the newsletter which may include Rocky Mountain Region's health issues and priorities of the health subcommittee.Work with RMTEC to assist in developing health policy recommendations based on aggregate and tribal-specific data and health priorities.Provide important health updates to Tribal Leadership and key stakeholders.Develop TECPHI communications, including notes, recommendations, and follow-up.Assess and determine core public health competencies most relevant to RMTEC and staff.Engage Tribes in public health program design.Meet with RMTLC health subcommittee to review current Social Determinants of Health (SDOH) efforts in region to identify gaps, opportunities and recommended next steps.Improved messaging plan related to SDOH for Rocky Mountain region.Develop and Implement Training plan related to SDOH for Rocky Mountain region.Assist in the coordination of trainings, webinars, workshops, and conferences.Attend site visits to each member Tribes to meet with workforce development with appropriate agencies or programs; prepare the TECPHI program progress report and annual reports.Attend Community of Practice (CoP).Knowledge, Abilities, Skills, and Additional FunctionsExperience with Tribes, Health care systems development, health care policies, health programs, budgets, and points of contact.Experience facilitating meetings (in-person and virtual), conducting strategic planning, identifying priorities and project implementation.Experience with outreach, reporting, branding, and various media technologies.Proficiency in Microsoft Word, Excel, Access, Outlook, Power Point, and Virtual Meeting modalities. Must be willing to learn other software as needed.Excellent written and oral communication skillsWork in a cooperative and professional manner with all RMTLC / RMTEC staffSensitivity to others and ability to work respectively and cooperatively with the organization's partners.Experience working in a trauma-informed setting, or demonstrable knowledge of the principles of being trauma-informed.Ability to give and receive feedback and constructive criticism with grace.Experience integrating culturally based information within public health activitiesAbility to demonstrate humility and hospitality.Experience communicating or working with public health organizations.Requirements/QualificationsA minimum bachelor's degree or preferred master's degree in public health, health administration or public health policy.At least 5-7 years' experience working in health systems management, public health & tribal health systemMust be able to communicate effectively orally, in writing and deliver clear, effective public health presentations with ability to respond to questions.Ability to conform to a varied work schedule when appropriate, and be able to meet deadlines.Develop and maintain effective working relationships with programs, departments, other organizations, and agencies.Exhibit ethical and professional behavior in all facets of this position.Ability to carry out all responsibilities of the position in an organized manner.Demonstrate discretion, tact, knowledge, judgment, and overall ability in working effectively with federal, tribal, and other professionals and facilitating participation and partnership in the activities of the program.Sensitive to cross-cultural differences, and able to work effectively within their context.Must be able to pass a background check.Experience working with Tribes strongly preferred.Ability to work independently, but in a team-based atmosphere.American Indian/ Alaska Native preferredVeteran's preference will be consideredValid driver's license.Job ClassificationRegular status, non-exempt, full-time position with a (12) twelve-month probationary period.Upon hiring, applicant must read, sign, and comply with the Rocky Mountain Tribal Leaders Council Personnel Policy and Procedures (PPP).Working Environmental FactorsPerforms duties in a controlled, tobacco-free office environment.Employment period based on performance as well as duration of grants funding this position and successful application of new grants.Statement of safe work practicesAs an employee of Rocky Mountain Tribal Leaders Council (RMTLC), you will be required to comply with all RMTLC's safety standards, RMTLC's policies and procedures, and all other applicable Federal, State, or Local safety laws and regulations as a condition of employment.
