Construction Permitting SpecialistLocation: Golden, COJob Type: Long-Term ContractOverviewWe are seeking a Construction Permitting Specialist to support a major infrastructure project based in Golden, CO. This role is a key member of the TCLO project team, reporting directly to the Construction Permitting Lead. The position plays a critical role from project inception through completion, with a primary focus on front-end permitting activities while also supporting mid- and back-end permitting processes.This is an excellent opportunity for a detail-oriented professional with strong regulatory knowledge and GIS experience to contribute to complex, large-scale projects.Key ResponsibilitiesFront-End Permitting & AnalysisConduct initial desktop project reviews to define project footprint and constraintsVerify and manage spatial data within ArcGIS Online (AGO)Develop the Preliminary Permit Matrix (PPM) to identify regulatory requirementsDevelop the Preliminary Land Rights Matrix (PLRM) to assess land ownership and access needsResearch & ComplianceResearch federal, state, and local permitting requirementsIdentify required permits such as CDOT utility permits, ROW permits, land use permits, Temporary Construction Access permits, and ACOE permitsCollaborate with civil, foundation, transmission line, and restoration teams to gather project dataPermitting & DocumentationPrepare and draft construction permit packages for internal reviewSubmit permit applications to regulatory agencies and track approval statusCoordinate approvals for access, road crossings, and right-of-way occupancyData Management & Field SupportMaintain and update ArcGIS Online (AGO) with permitting data, status updates, and spatial informationAttend site visits and field reviews to assess constructability and collect dataTrack changes to construction plans and support change management processesCoordination & CloseoutSupport stakeholder meetings and communications with regulatory agencies and project teamsAssist with permit closeout and documentation upon project completionRequired QualificationsBachelor's degree in Environmental Science or a related natural science field and 4+ years of relevant experienceORMaster's degree in Environmental Science or a related natural science field and 3+ years of relevant experienceExperience performing environmental and permitting studies and preparing permit applicationsStrong analytical and problem-solving skillsExcellent written and verbal communication abilitiesProficiency with Microsoft Office (Word, Excel, PowerPoint)Experience with ArcGIS Online (AGO) or similar GIS platforms preferredValid driver's license requiredAdditional DetailsFieldwork and site visits may be requiredOpportunity to work on complex infrastructure and energy-related projectsCollaborative, team-oriented environmentAspen Technical StaffingCELEBRATING 25 YEARS ~2001-2026~We are an Equal Opportunity Employer.
