DCIS Programme Manager

We are seeking a DCIS Programme Manager to support the development, integration, implementation, and operational management of Deployable Communications and Information Systems (DCIS) capabilities within a complex multinational defence environment.The role combines programme management, military communications and information systems, risk and change management, quality assurance, capability development, and operational lessons analysis.Security Clearance: Active Secret-level security clearance requiredKey ResponsibilitiesManage and coordinate DCIS communications and information systems programmes and projects across the capability lifecycle.Track programme issues, risks, changes, dependencies, milestones, and deliverables.Apply structured risk, issue, and change management processes within a complex programme environment.Conduct qualitative and quantitative programme/project quality reviews and audits.Review programme reports, management products, project specifications, and supporting documentation for quality and consistency.Capture and analyze Operational Lessons Identified (LI) from operations and exercises and identify potential capability gaps.Support capability development and ensure programme outputs remain aligned with broader defence CIS objectives.Maintain programme risk registers, reporting information, expenditure data, and management products.Provide clear, timely, and actionable programme information to senior stakeholders.Support continuous process improvement, knowledge management, and best-practice implementation.Coordinate with multinational military, technical, and programme stakeholders.Required Qualifications & ExperienceUniversity degree in Project/Programme Management, Electronics Engineering, Computer Science, Telecommunications, Systems Engineering, Information Technology, or a closely related discipline; substantial relevant experience may be considered in lieu of the degree with MSP, PRINCE2, or PMI certification.Minimum 5 years of programme/project management experience involving communications or information systems integration, implementation, or operations using MSP, PRINCE2, or PMI methodologies.Minimum 3 years of experience managing programme risks and issues in a complex and interdependent environment.Minimum 3 years of experience applying change management within a capability programme environment.Minimum 3 years of experience performing programme/project quality reviews or audits using qualitative and quantitative techniques.Minimum 2 years of experience capturing and interpreting Operational Lessons Identified (LI) and identifying capability gaps.Minimum 3 years of experience in Deployable CIS or Signals in a subject matter expert capacity.Minimum 3 years of experience working in a multinational military or defence environment.Strong organizational, analytical, communication, reporting, and stakeholder-management skills.
