Title: People Compliance Program Manager (Policy & Communications)Pay: $90-$105Type: Hybrid San Francisco, CADuration:3-6 monthsPosition Overview:We are seeking a People Compliance Program Manager (Policy & Communications) to lead and coordinate the development, review, and rollout of People policies and compliance initiatives across the organization. This role will serve as the programmatic owner for People policy execution—ensuring policies are thoughtfully crafted, efficiently reviewed, clearly communicated, and consistently adopted.The ideal candidate blends program management discipline with strong policy writing, stakeholder management, and change communications skills, and is comfortable operating in a fast-moving, global environment.Key Responsibilities:Policy Program OwnershipOwn the end-to-end program lifecycle for People policy development, including intake, drafting, review, approval, launch, and ongoing maintenance.Partner with People Compliance leadership and Legal to revise existing policies or create new policy content that reflects OpenAI's culture, tone, and values.Maintain policy roadmaps, timelines, dependencies, and version control across active initiatives.Cross-Functional Stakeholder ManagementLead and coordinate stakeholder review cycles across Legal, People Operations, Employee Relations, Security, and other partners.Manage feedback collection across multiple time zones; synthesize inputs and drive alignment toward final policy outcomes.Proactively identify risks, gaps, or delays and drive resolution to keep programs on track.Policy Launch & Change CommunicationsDevelop and execute policy rollout and communications plans in partnership with People Communications and People Ops.Draft or oversee creation of launch communications, guidance materials, FAQs, and enablement content.Ensure policies are accessible, well-understood, and implemented consistently across the organization.Employee Acknowledgments & Compliance TrackingOwn programmatic management of employee policy acknowledgments, including tracking completion and driving follow-up as needed.Maintain auditable records related to policy adoption and compliance readiness.Support internal audits, reviews, or compliance reporting tied to People policies.Process Improvement & Operational ExcellenceDesign and improve scalable workflows for policy governance, review cycles, and ongoing maintenance.Identify opportunities to streamline tooling, documentation, and communications as the People Compliance function grows.Establish repeatable program standards and best practices.Qualifications:3+ years of experience in program or project management within HR, People Operations, Compliance, Legal Operations, or a related function.Demonstrated experience managing cross-functional initiatives with multiple stakeholders and timelines.Strong written communication skills, with experience drafting or overseeing formal policy or governance documentation.Exceptional organizational skills and attention to detail.Comfort handling sensitive or confidential information.Preferred Qualifications:Experience supporting employment compliance, policy governance, or HR programs in a global or scaling organization.Familiarity with HRIS platforms, document management systems, and internal knowledge bases.Experience leading policy launches, change management, or internal communications initiatives.Background partnering closely with Legal or Compliance teams.
