License Center Administrator (Internal Only)

Under the general supervision of the Finance Director, the License Center Administrator provides leadership and operational oversight for License Center services, including driver licensing, motor vehicle registration and titling, Department of Natural Resources (DNR) licensing, and Vital Records. This position ensures secure, accurate, and efficient delivery of services while safeguarding identity documents and protecting consumers.The License Center Administrator supervises staff, manages daily operations, and ensures compliance with federal, state, and county regulations. This role serves as a subject matter expert in Minnesota Deputy Registrar operations, including applicable laws, procedures, and system applications. The position also leads process improvements and projects, supports budget development and monitoring, and manages vendor relationships.ESSENTIAL FUNCTIONS:Leads and develops a high-performing team by fostering a positive, inclusive, and accountable work environment. Exercises independent judgment in operational and personnel decisions, proactively resolving issues and promoting effective problem-solving. Oversees daily operations by assigning work, managing schedules, approving timecards, and ensuring adequate staffing to meet service needs. Participates in staffing decisions and takes primary responsibility for guiding employee performance and conduct, including addressing concerns and implementing appropriate corrective actions. Promotes open communication and transparency as part of employee engagement. Ensures compliance with the Employee Handbook and procedures and interprets labor agreements. Builds and maintains effective working relationships with internal and external partners, including other departments, community members, professional organizations, and regulatory agencies, to achieve organizational goals. Models a customer-focused, safety-conscious, and results-oriented approach to high-quality service delivery.Represents the License Center in statewide associations and committees. Monitors and communicates legislative and regulatory changes impacting operations.Develops and maintains effective working relationships with state agencies to ensure services align with applicable statutes, rules, and procedures.Maintains expert-level knowledge of Deputy Registrar operations, including laws, policies, procedures, and software systems.Plans, implements, and evaluates policies, procedures, and projects. Identifies operational issues and develops solutions to improve service delivery, efficiency, and compliance. Interprets and applies federal, state, and local regulations.Manages daily operations, including workflow, cash handling, fee collection, reconciliation, and timely distribution of funds to appropriate agencies. Ensures accuracy and accountability in financial transactions.Monitors customer service delivery and workload. Assists with front-line service as needed and resolves complex customer inquiries. Ensures services are delivered efficiently and professionally.Oversees and improves automated systems and processes. Collaborates with Information Technology staff to implement and maintain system solutions. Serves as the primary contact and subject matter expert for state systems.Ensures accurate processing of applications and records, including motor vehicle transactions, driver licensing, DNR licensing, and vital records. Oversees reporting, recordkeeping, and compliance with legal and procedural requirements.Assists with budget development and monitoring by analyzing financial data, tracking expenditures, and identifying operational needs.Manages vendor relationships, including negotiating services, reviewing contracts, and approving invoices and payments.Promotes a diverse, culturally competent, and respectful workplace.Engages positively with both internal and external customers. Communicates and interacts effectively and respectfully with colleagues, supervisors, representatives from other organizations, and the public.Performs the physical and mental demands of the position.Attendance during regularly scheduled work hours and outside regular hours as necessary. Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours) to communicate with subordinates, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.ADDITIONAL FUNCTIONS:* Participates in professional staff development. Associates with employees and departments from other counties and states for collaboration.* Performs other related functions as apparent or assigned.MINIMUM QUALIFICATIONS:Bachelor's Degree in business management, accounting, office management, or a directly related field; andA minimum of three (3) years of progressively responsible leadership, supervisory, and/or administration experience in a Minnesota deputy Register's Office or customer service industry, clerical experience, or related field experience; orAn equivalent combination of education and experience necessary to perform the essential functions of the position.PREFERRED QUALIFICATIONS:A minimum of five (5) years of responsible leadership, supervisory, and/or administrative experience.Experience working in a license center, motor vehicle department or as a title clerk.Proficient in understanding and speaking languages other than English, such as Spanish, Somali, Chinese, Sudanese, and Arabic, among others.CONDITIONS OF EMPLOYMENT:Must be bondable.Must successfully pass a background check.Must possess a valid driver's license and be able to drive in the State of Minnesota.Must comply with all federal and state laws and organizational and departmental policies and regulations.Must adhere to data practices policies and standards regarding non-public data. Access to non-public data must be limited to what is necessary to perform job duties. Employees must take reasonable steps to prevent unauthorized access and ensure secure storage of data in accordance with county policies and Minnesota Statutes.Monday through Friday from 8:00 a.m. to 5:00 p.m.Some evening and weekend hours may be required. Hours of work are structured to meet service demand and the needs of the public.
