Job DescriptionCivil Project Engineer (P.E.) – HDD / Trenchless DesignWe are seeking an experienced Licensed Civil Project Engineer (P.E.) to lead and stamp engineering deliverables for horizontal directional drilling (HDD) and directional boring projects. This role involves advanced trenchless design work under regulated infrastructure such as levees, canals, highways, waterways, and rail corridors.The ideal candidate will have strong expertise in USACE permitting, hydraulic fracture analysis, and HDD bore path design, along with the ability to mentor junior engineers.Key ResponsibilitiesEngineering & Technical LeadershipServe as PE of Record and stamp/seal engineering drawings and reportsLead design of HDD crossings under levees, canals, highways, waterways, and rail corridorsPerform or review:Bore path designHydraulic fracture factor-of-safety (FOS) analysisSettlement and geotechnical interpretationsPrepare design plans, specs, and cost estimates for trenchless crossingsReview engineering calculations and ensure QA/QC complianceDevelop permit packages (USACE, TxDOT, railroad, and local agencies)Permitting & CompliancePrepare and review regulatory submissions including:USACE Section 404/401/408 permitsTxDOT utility permitsRailroad crossing agreementsSupport preparation of Design Implementation Project Plans (DIPPs)Ensure compliance with federal, state, and local requirementsProject Delivery & Field SupportManage technical scope, schedule, and deliverable qualityConduct field visits and construction inspectionsSupport construction administration and technical reportingPresent findings to clients, agencies, and review boardsMentorship & Team DevelopmentMentor junior engineers and EITs toward PE licensureConduct technical training in HDD design and trenchless engineeringSupport peer reviews and internal technical developmentShare expertise in regulatory processes and utility crossing designQualificationsRequired:B.S. in Civil Engineering (or Geotechnical Engineering only)Active Texas P.E. license (TBPELS verifiable)5+ years of civil/utility infrastructure engineering experienceHands-on experience in HDD / trenchless crossing designExperience with regulated infrastructure (levees, waterways, highways, etc.)Knowledge of USACE Section 408 permittingExperience with hydraulic fracture FOS analysisProficiency in HDPE pipe design and HDD pull/mud pressure calculationsAutoCAD and/or MicroStation proficiencyStrong technical writing and communication skillsPreferred ExperienceUtility clients (electric or underground conduit projects)Municipal infrastructure (water, wastewater, drainage, roads)Mentorship of junior engineers or EITsAdvanced HDD design software experience
