Project Manager IRIS (1 position)Position Description: The Project Manager is assigned the management of a specific project and the work performed under assigned Work Orders, including process management, change management, document management, and contract management. The Project Manager should have a proven track record of leading complex technology modernization initiatives, including the migration of legacy systems to contemporary, scalable architectures.Tasks performed by the Project Manager include:Performs day-to-day management of the project, identifies issues and risks, and recommends possible issue and risk mitigation strategies associated with the project;Acts as a facilitator between a State agency and an IT contractor. Is responsible for ensuring that work performed under TOs is within scope, consistent with requirements, and delivered on time and on budget. Identifies critical paths, tasks, dates, testing, and acceptance criteria;Provides solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels); andMonitors issues and provides resolutions for up-to-date status reports. Demonstrates excellent writing and oral communication skills.Duties/ Responsibilities: Performs overall project management, working closely with the business sponsor and the Program Management Office (PMO)Organizes, directs, and coordinates the planning and production of all project activities, projects, and support activities, including those of subcontractors.Oversees the development of or develops work breakdown structures, charts, tables, graphs, major milestone calendars, and diagrams to assist in analyzing problems and making recommendations.Coordinates directly with State oversight managers, Independent Verification and Validation (IV&V) teams, and quality assurance auditors; prepares and submits specialized project health artifacts, risk logs, and compliance reports as requested for Major IT Development Projects (MITDPs)Establishes and alters corporate management structure to direct effective and efficient Contract support activities.Develops and implements appropriate procedures and reporting for the implementation, consistent with the overall programDevelops and implements client relationship and expectation management procedures, in conjunction with Organizational Change Management guidelines, to mitigate user resistance and foster high adoption rates of new technologiesDevelops and implements vendor performance management procedures, acting as the primary liaison with software vendor corporate teams to manage scope, platform configurations, and ticket escalation consistent with overall contract requirements Prepares work plans, status reports, ensuring the project management system is up to date at all timesManages communication, coordination, and performance of other stakeholders as neededContribute to setting the required project pace by defining corresponding project and individual responsibilities, objectives, tasks, schedules, and outputsDirectly contributes to and shares the responsibility for the project performance by planning, monitoring, and adjusting project resources (people, budget, material, time)Manages project risks and issues: root cause analysis, implementation of corrective/preventive actions, compliance with PMI methodology, and continual process improvement effortsCreates and sustains a culture that encourages high performance of individuals and teamsExpected to undertake any additional duties as they are assigned by their ManagerEducation: This position requires a degree from an accredited college or university with a major in Engineering, Computer Science, Information Systems, Business, or other related discipline. (Note: A master s degree or project management certification is preferred.)General Experience: The proposed candidate must have at least five (5) years of experience in project management.Must demonstrate excellent written and verbal communication skills.Must be capable of negotiating and making binding decisions in the best interest of the projectSpecialized Experience: The proposed candidate must have at least five (5) years of experience in managing IT-related projects and must demonstrate a leadership role in at least three (3) successful projects that were delivered on time and on budget.Preferred Experience Direct project experience managing or supporting a designated Major IT Development Project (MITDP) within a State Government framework is highly preferred and a significant plusProven track record of managing enterprise data tracking systems, immunization registries, or Immunization Information Systems (IIS).Experience driving provider experience improvements, electronic health record (EHR) data interfaces, and maintaining compliance with federal funding requirements is highly preferred.Proven track record of managing large-scale, enterprise-level Case Management Systems or Customer Relationship Management (CRM) platforms within a healthcare or social services environment. Familiarity with government assistance programs, grant-funded healthcare support systems, or infectious disease/pharmaceutical support programs is highly preferred.
