IntroductionState of Connecticut, Department of Energy and Environmental Protection (DEEP) seeks to fill one Air Pollution Control Engineer 3 (35 Hour) position for its Enforcement Division's Source Emissions Monitoring Unit.Position HighlightsThis hybrid, full-time position is first shift, 35 hours per week, Monday through Friday and is based at DEEP Headquarters in Hartford, Connecticut.The Source Emissions Monitoring Unit is responsible for stack testing of stationary sources, auditing continuous emission monitoring systems (CEMS), and initiating enforcement actions for non-compliance with emission limits and performance specifications.Under general supervision, the Engineer will perform the most technically complex duties, including training, mentoring staff, and leading the implementation of programs and initiatives within the unit.Examples of duties and responsibilities are detailed in the "Examples of Duties" section below.About UsDEEP is charged with conserving, improving, and protecting the natural resources and environment of Connecticut while making cleaner, more reliable energy available. The agency is committed to rebuilding Connecticut's economy, creating jobs, and fostering a sustainable, prosperous future.Examples of DutiesLead programs and initiatives within the Source Emission Monitoring Unit.Independently review and negotiate stack test protocols of all complexities.Audit stack test programs to ensure conformance with applicable test methods.Review stack test results and verify emission calculations.Review and negotiate Relative Accuracy Test Audit (RATA) test plans and audit RATA programs.Review RATA results and verify emission calculations.Review and negotiate CEMS plans per regulations for sources using CEMS.Coordinate compliance and enforcement activities with other groups and outside agencies.Draft and recommend Notices of Violation for federal and state regulatory violations.Provide comments and feedback on pending permitting matters.Train and mentor assigned staff.Travel in-state for audits and infrequently out-of-state for training and conferences.Knowledge, Skill, and AbilityConsiderable knowledge of air pollution sources, types, and control methods.Knowledge of laws and regulations concerning air pollution engineering and control.Proficiency in data collection and analysis techniques.Experience with instrumentation and techniques for monitoring air pollution.Understanding of quality assurance plans.Knowledge of industrial, mechanical, and chemical processes.Skills in engineering-related computer applications.Interpersonal skills, and oral and written communication skills.Ability to design, calibrate, troubleshoot, and maintain telemetry, meteorological monitoring, and electronic data handling equipment, evaluate cost effectiveness of air pollution control equipment, utilize computer software, and lead teams.Minimum Qualifications – General ExperienceSeven (7) years of experience as an engineer or scientist in an air pollution control program, or as an engineer or technician in the installation, operation, calibration, modification, maintenance, and repair of chemical, mechanical, meteorological, and electronic equipment and instruments, including two (2) years of experience directly related to air pollution control.Minimum Qualifications – Substitutions AllowedCollege training in applied mathematics, biology, physical sciences, engineering, meteorology, public health, or statistics may be substituted for up to four (4) years of experience, based on fifteen (15) semester hours per year.A Master's degree in the same fields may be substituted for one (1) additional year of experience.State employees: one (1) year as an Environmental Protection Air Pollution Control Engineer 2 or two (2) years as an Environmental Protection Air Pollution Control Engineer 1 may be substituted.Preferred QualificationsExperience leading projects, including staff leadership, in the air pollution measurement field.Experience applying EPA test methods as outlined by the EPA Air Emission Measurement Center.Experience auditing continuous emission monitoring systems per state and federal regulations.Experience analyzing air pollution data and quantifying actual emissions using emission calculation methodologies.Experience interpreting, applying, and enforcing state and federal air pollution control statutes, regulations, and permits.Experience communicating technical, regulatory, and policy information to governmental, business, nonprofit, and lay audiences verbally and in writing.Special RequirementsIncumbents may be required to travel.Incumbents may be required to possess and retain a valid Motor Vehicle Operator's license.Working ConditionsIncumbents may be exposed to some risk of injury, physical harm, discomfort, and moderately disagreeable working conditions on occasion.Conclusion – Equal OpportunityAN AFFIRMATIVE ACTION/EQUAL OPPORTUNITY EMPLOYERThe State of Connecticut is an equal opportunity/affirmative action employer and strongly encourages the applications of women, minorities, and persons with disabilities.J-18808-Ljbffr
