This position is for a Future New Business Opportunity.We offer competitive compensation and an extraordinary benefits package including health, dental and vision insurance, 401K with company matching, flexible spending accounts, paid holidays, three weeks paid time off, and more.Koniag Management Solutions, LLC a Koniag Government Services company, is seeking an experienced Program Manager to provide overall contract and project management support for the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Project Residence Office (PRO) in Mobile, AL. This part-time leadership position (312 hours annually) serves as the primary point of contact between the Government and contractor team, overseeing all aspects of contract performance for this critical Department of Homeland Security acquisition program. The ideal candidate will possess strong project management credentials, excellent communication skills, and comprehensive knowledge of shipbuilding processes and federal contract management.Essential Functions, Responsibilities & Duties may include, but are not limited to:Provide strategic oversight of all contractor personnel and work performance across multiple functional areas (SharePoint, Administrative Support, IMS/EVM, TSM, ILS, and COR Support)Coordinate directly with the Contracting Officer and Contracting Officer's Representative (COR) on all contract mattersManage staffing requirements, including recruitment, placement, and replacement of contractor personnelDevelop and maintain project plans, schedules, and deliverable tracking systemsOversee ship construction program execution activities and ensure alignment with Government objectivesEnsure continuity of support and maintain contractually required service levels at all timesRetrieve weekly work performance assessments from each team member to support monthly invoice validation and documentation processEnsure employees' timesheets, timecards, or other timekeeping mechanisms are signed by COR or ACOR at the end of each weekRespond to COR requests for discussion or technical problem resolution within 24 hours of notificationMaintain availability to COR via telephone between 0900-1700 CST, Monday through FridayConduct monthly progress meetings with COR to review contractor performance and status starting the second month after awardLead post-award conference within ten (10) business days after date of awardPresent draft project plans at post-award conference for Government review and commentDeliver final project plans to COR not later than 10 business days after post-award conferenceManage submission of monthly status reports by 10th business day of month summarizing all work performedEnsure contractor team compliance with all Government regulations, policies, and security requirementsCoordinate replacement personnel approval process with Contracting Officer, providing 15 business days advance written noticeSubmit written justification and qualifications for any proposed personnel substitutesOversee transition planning at contract conclusion; deliver transition-out plan 90 days prior to task order expirationMonitor quality of service and contractor performance across all task areasEnsure all deliverables meet Government acceptance criteria and submission timelinesManage contract financial performance and invoice processingAddress and resolve performance issues proactivelyServe as escalation point for technical problems or emergent issuesCoordinate with Government personnel on contract modifications, option period exercises, and contract closeout activitiesEducation and Experience: Required:Bachelor's degreeMinimum of five (5) years of experience relevant to supporting Government acquisition programsMinimum of four (4) years in a project management roleKnowledge of ship construction processesClearance Requirement:Secret security clearanceRequired Skills and Competencies:Comprehensive knowledge of ship construction processes and acquisition program managementStrong leadership and personnel management capabilities across diverse functional teamsExcellent oral and written communication skills in EnglishAbility to manage multiple priorities, schedules, and deliverables simultaneouslyExperience with federal contract performance management and oversightStrong problem-solving and decision-making abilities under tight timelinesProficiency with Microsoft Office applications and project management toolsKnowledge of Federal Acquisition Regulations and contract administration principlesAbility to interface effectively with senior military and civilian Government personnelStrong organizational skills and attention to detailCapability to read, write, speak, and understand English fluentlyExperience managing geographically co-located teamsUnderstanding of performance-based service contracting requirementsAbility to develop and maintain project plans with work schedules, deliverable tracking, and quality assurance measuresExperience with monthly reporting, invoicing processes, and contract deliverable managementKnowledge of Government furnished property and information management requirementsDesired Skills and Competencies:Project Management Professional (PMP) certificationExperience with Coast Guard or Navy shipbuilding acquisition programsFamiliarity with Major System Acquisition Manual (MSAM) processes and milestone requirementsKnowledge of Earned Value Management System (EVMS) principles and reportingExperience with Department of Homeland Security or Department of Defense contracting environmentsUnderstanding of Contracting Officer's Representative (COR) roles and responsibilitiesExperience with performance-based service contracting and Quality Assurance Surveillance PlansFamiliarity with Contractor Performance Assessment Reporting System (CPARS)Experience managing contracts requiring Secret level security clearancesKnowledge of shipyard operations and construction oversight activitiesUnderstanding of Technical Support Management (TSM) systems and trial support operationsExperience with transition planning and contract closeout activitiesFamiliarity with Government travel systems and Federal Travel RegulationsOur Equal Employment Opportunity PolicyThe company is an equal opportunity employer.
