Policy Analyst I: Disability and Aging and CAPRA
The University of Southern Maine’s Catherine E. Cutler Institute invites applications for a Policy Analyst I. This position will work with our Disability and Aging (DA) partners and the Consortium for Aging Policy Research and Analysis (CAPRA).
The Catherine Cutler Institute collaborates with partners throughout the nation and across the world to find sustainable practical solutions to critical societal issues. One of our focus areas, Disability and Aging, commits to making sure public resources are used to their best effect in helping older adults and adults with disabilities live healthy, active, secure, and engaged lives. In collaboration with state and federal policymakers and service providers, we improve programs and services for older adults, and adults with disabilities, through technical assistance, evaluations, identifying best practices, and performing policy analysis work.
At the Consortium for Aging Policy Research & Analysis (CAPRA) , we find existing data and conduct original research to support evidence-based policy solutions to today's complex aging-related issues. As a group of experts from the University of Maine Center on Aging and the University of Southern Maine Catherine Cutler Institute, we provide an informed perspective and trusted, cost-effective analysis to bridge the gap between academic investigation and real-world approaches. Through leveraging policy expertise at the Margaret Chase Smith Policy Center , the Institute of Medicine , and across university campuses, we support leaders at the state and national level — in both the public and private sphere — to drive policy and programming forward.
The Policy Analyst I for DA and CAPRA works in a team environment to utilize qualitative and quantitative research to advance a collective understanding of the relationships between the long-term services and supports system, policies, and outcomes for older adults and adults with disabilities. The Policy Analyst I participates in designing, developing, and disseminating policy data analysis products for multiple audiences, including community, state, and federal partners. The position works with a team in the development, testing, and ongoing maintenance of data collection, entry, cleaning/transformation, and analysis. It contributes to developing research designs, work plans, protocols, data products, and reporting systems. In addition to working on aging and disability issues, the position contributes to the Cutler Institute’s support of the Behavioral Health Workforce Development Collaborative by updating and maintaining online training and certification databases to help support Maine’s behavioral health workforce development.
This is a full-time, soft-money (grant) funded position with a starting annual salary up to $48,000 commensurate with experience. This position will be based primarily on our Portland Campus.

Required Qualifications:
Master’s degree plus one year of relevant experience or Bachelor’s degree and three years of relevant experience required.
Knowledge of qualitative and quantitative research methods.
Excellent oral and written communication skills.
Demonstrated analytical abilities and intellectual curiosity.
Knowledge of Excel and Microsoft Word.
Ability to participate in project-related writing.
Demonstrated organizational, work management, and group process skills, as well as the ability to take initiative to identify and propose new tasks and procedures.
Ability to work independently and collaboratively.
