DataStaff, Inc. is currently seeking an IT Project Program Manager for a long-term contract opportunity with one of our direct clients in Raleigh, NC.*This position is hybridJob Description:Our client is seeking an experienced IT Project Program Manager with in-depth knowledge of public health to lead a large-scale IT project. This lead management role will work with multiple internal and external stakeholders, project teams, divisions, departments, and vendors to build a plan that supports the implementation of a new IT solution. This position will interact with all levels of staff, including executive staff. working with senior-level business executives, IT personnel, business program resources and Vendor staff to execute project requirements and manage stakeholder expectations. This position will manage the day-to-day activities for the project and complete all input into the State Project Management (Touchdown) system as needed.Responsibilities:Work closely with the project sponsor, Project Portfolio Managers (PPMs), to identify and prioritize initiatives at a division levelCollaborate with Project Portfolio Management and other staff to develop and manage divisional roadmapsWork with business and cross-functional teams to develop Business Case and Cost Benefit analysis for prioritized initiatives within the programManage and obtain various state approvals for initiating projects within the programParticipates in the construction of Statements of Work in collaboration with the business and other agency teams for projects within the programManage multiple vendors onboardingEstablish and implement a governance model for the programIdentify key requirements needed from cross-functional teams and VendorsWork with other program managers to identify risks and opportunities across multiple projects within the departmentManage budget and funding channels for maximum productivityTracks, maintains and presents program details, progress, status, risk and other relevant topics to senior and executive managementWork with Project Portfolio Managers and Project Managers within the program to maintain clear, effective and transparent communicationsManage resource allocations and expectations for the programCollaborate with the State to ensure program compliance with the State IT Roadmap and all State security requirementsPresents program status to various committees and executive meetingsKnowledge and Experience: The selected candidate must be a results-oriented individual with a strong work ethic and must be able to demonstrate excellent leadership, negotiation, time management, facilitation, and organizational skillsExperience in the management of a portfolio of multiple projects that may be in significantly different stages of development or have differing timelines and prioritiesExperience in communicating in a fashion tailored the audience and their needsExcellent written communication and presentation skillsDemonstrates experience in working effectively with all levels of staff, clients and other IT personnelExperience in the responsibility for acquiring and utilizing the necessary resources and skills, within agreed parameters of cost, timeframes and quality for a programExperience in proposing and leading strategic initiativesAbility to identify and plan systematic corrective action to reduce errors and improve the quality of the systems and services, by examination of the root causes of problemsDemonstrated ability to provide advice, assistance and leadership in improving the quality ofIT projects, by focusing on program definition, management, repeatability and measurementAbility to build, influence, lead and motivate effective teams towards end resultsCandidate with Agile (PMI-ACP) CertificationExperience managing or supervising programs involving legacy system replacement projectsExperience in complex, cross-functional team environmentsRequired Skills:5 Years - Program Management experience managing multiple large complex projects7 Years - Experience creating roadmaps for the portfolio5 Years - Experience developing business case, Cost Benefit and market analysis7 Years - Proven track record of delivering IT projects within budget, scope and schedule.Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability7 Years - Hands on experience managing project risk, cost, schedule, quality, testing, and communications.Strong supervision, organizational, interpersonal and time management skills.Demonstrated presentation, training skills, oral and written communication skills.7 Years - Solid work experience with project management tools (e.g. Microsoft Project)7 Years - Experience with MS OfficeDesired Skills: PMI certification Project Management Professional (PMP)State Government experienceExperience managing the implementation of a statewide IT project3 Years - Experience with legacy system replacement projects and data migration3 Years - Experience collaborating with State and Local GovernmentThis position is available on a corp-to-corp basis or as a W2 position with a competitive benefits package.
