SUMMARY DESCRIPTION OF CLASSIFICATION:Under direction of the Director, Division of Transportation Services manages all aspects of the repair and maintenance programs for Montgomery County Public Schools (MCPS) vehicles, including a large fleet of over 1200 school buses. Plans, organizes, and directs a large school bus fleet maintenance program; plans, administers, assigns and supervises the overall countrywide program of vehicle repair; responsible for operation of five large garages; assures proper school bus vehicle maintenance and state-mandated safety inspections; arranges for maintenance on a wide variety of other MCPS vehicles including large, heavy duty equipment; coordinates a procurement program for parts, supplies and shop equipment; assists in formulating specifications for school buses and other vehicles for procurement purposes; and assists the Director of Division Transportation Services in training, budgeting and other areas of administration. PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to handle stressful situations. Sufficient physical strength and stamina to lift objects weighing up to 100 lbs., and stand for extended periods of time and complete work requiring considerable physical exertion. SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to urgent work requirements at any time. Must be willing to work irregular hours during emergencies. Completion of MCPS Auto Mechanic Test at required score may be required. Drug test required. May be required to attend training courses/programs in order to learn new automotive equipment and repair procedures, update skills, as needed.KNOWLEDGE, SKILLS, AND ABILITIES:Thorough knowledge of vehicles specifications. Considerable knowledge of the standard practices, tools and equipment of the automotive vehicle maintenance and repair trade; the procurement of automotive parts, supplies, shop equipment and vehicles; inventory procedures; the practices and procedures of operating automotive vehicle servicing and repair garages; automotive fleet maintenance, repair and inspection programs and procedures; modern office practices and procedures; record-keeping; and financial reports. Working knowledge of internal combustion engine, alternative fuel applications, and related components theory and operating principles. Thorough knowledge of the operation of pupil transportation programs, and automated inventory and fuel dispensing systems preferred. Ability to administer a complete automotive vehicle maintenance, repair and inspection program. Ability to develop and maintain appropriate accounting procedures. Ability to effectively supervise employees and to coordinate vehicle maintenance and repair procedures with other MCPS divisions/departments. Excellent human relations and oral/written communications skills. Demonstrated ability to supervise and evaluate staff and implement the Supporting Services Professional Growth System (SSPGS). Knowledge of or the ability to quickly learn and apply of the MCPS Professional Growth Systems (PGS).EDUCATION, TRAINING, AND EXPERIENCE:High school diploma or GED required. Bachelor's degree preferred. College course work in transportation, management, or other related field preferred. Progressively responsible experience in the maintenance of a large fleet. School bus maintenance experience preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Possession of or ability to obtain a valid Maryland Class B Commercial Driver's License (air brake, passenger and school bus endorsements), or equivalent. ASE Master certification, preferred.
