POSITION SUMMARY The position of Community Service Officer is responsible for animal related ordinances, local parking ordinances, traffic direction, property damage crashes, Police Department front desk duties and the performance of police related tasks which do not involve criminal investigations. This non-sworn position requires a working knowledge of the functions of the police department, including support divisions and outside resources. As CSO you will respond to and interact with residents, employees, business owners and others within and outside the organization in a courteous, professional and effective manner, always placing emphasis on customer service and public relations. Frequent contact with the public demands a strong dedication to customer service and serving the community. COMPENSATION 2024 Starting hourly rate of $26.5415/hour ($55,206 annually) Full benefits package, including medical/dental/vision insurance options, IMRF pension, 457 deferred compensation program, and more. HOURS AND SCHEDULE 40-hour work week - 10-hour shifts. Workdays will rotate, Shifts include some weekends and holidays. (Shifts are chosen annually, by seniority) Current 10-hour shifts 6 a.m. - 4:30 p.m. 4 p.m. - 2:30 a.m. (includes 30 minute unpaid lunch) Anticipated shifts as of January 2025 6 a.m. - 4 p.m. 2 p.m. - 12 a.m. 8 p.m. - 6 a.m. KEY COMPETENCIES Flexibility Knowledge of the Police department (including support divisions and outside resources), Village ordinances, Illinois Animal Control Act and other state laws to perform assignments Ability to quickly observe, interpret and analyze situations Maintain composure in stressful situations, which may contain an element of danger Present a positive attitude and professional image to the public Ability to work under pressure and multi-task Clear, concise written and verbal communication. Must be able to operate a Village vehicle in all types of weather conditions and maintain valid driver’s license EDUCATION, EXPERIENCE AND COMPUTER SKILLS High School diploma or general education degree (GED) No prior experience or training required. Parking Enforcement, Animal Control, Community Policing or similar experience a plus. Keyboarding skills required. Knowledge of Microsoft Office, LEADS, CAD and ID Networks a plus. Essential Job Functions and Responsibilities Handle non-criminal complaints as assigned; prepare appropriate reports and paperwork; maintain activity logs as necessary; handle walk-in complaints and associated reports; which are minor. Provide assistance to the general public; provide information and directions; handle or route inquiries or problems to the appropriate police staff member. Respond to private property damage crashes; disabled vehicles; vehicle lock-outs; abandoned auto and lost/found property calls and document accordingly. Must be knowledgeable with state law and Village policy pertaining to traffic crashes and tow policies. Respond to animal related calls for service; as assigned. This may include checking animal traps; confiscating; chasing; capturing and transporting wild or domesticated animals; locating owners and determining if an ordinance violation has occurred and issuing a citation; if appropriate. May require tranquilizing an animal; in some extreme cases. Perform parking enforcement. Patrol an assigned area using a patrol car and on foot to issue tickets to overtime or illegally parked vehicles. Perform traffic control and other special event duties. Monitor the police radio and respond to requests from police officers and dispatch. Provides staff support to officers by running and collecting data on arrestees, making notifications and confirming warrants and LEADS information. Responsible for monitoring building cameras and real time information center. Monitors individuals in holding cells, front lobby, security garage and other secure locations on closed circuit T.V. for proper conduct, safety, medical or other needs. Front desk services and related tasks as assigned. Greets Police Station visitors and answers incoming calls in a courteous and professional manner and ascertains the nature of the calls. Gathers the necessary information to transmit or relay and prioritizes calls based on established guidelines. Simultaneously listens and deciphers sometimes distressed or confused verbal communications on the telephone, over the radio and in person; maintains composure, makes critical decisions and verbally communicates clearly and in a calming manner. Answers police non-emergency lines and other lines as needed, and routes calls appropriately. Receives and processes cash and credit card payments. Fill in for crossing guards; as needed. Perform detention facility duties as assigned. This may include processing; searching; and monitoring prisoners. Required Competencies To perform this job successfully; an individual must be able to perform each essential job function satisfactorily.
