Senior Development Manager

Committed to continual growth, their extensive portfolio spans 17 states, encompassing over 110 communities and more than 18,500 units, providing high-quality, affordable housing to over 45,000 individuals.The PositionThe Senior Development Manager oversees the entire multifamily project lifecycle from initial site assessment through construction completion and delivery. In this role, the Development Manager will maintain communication and manage project goals, priorities, budgets, and schedules, ensuring all aspects of the project are effectively executed. This position reports to the Managing Director, Development.Responsibilities:Oversee the entire development process for multifamily projects, from initial site assessment and entitlements through construction completion and final deliverSite investigation, including topography, easements/title exceptions, utility availability, local zoning and development process, and yield analysisWork with Acquisitions team, as well as both internal and external resources, to prove out underwriting assumptions in site planLead the entitlements process, including zoning applications, environmental reviews, public hearings, and community engagement. Ensure compliance with all local, state, and federal regulations.Lead the team in planning and analysis of design and preconstruction activities including involving the appropriate team members at the appropriate times.Manage the entitlement process with all parties including community engagementAnalyze market data and work with VP to define development programNegotiates and contracts with design team, consultants and other third partiesAccurately forecasts and maintains budgetary projectionsManage monthly financials and project reports and present to management teamInterview and hire design, engineering, land-use, and any other project consultants. Negotiate and manage contracts with third-party consultants.Effectively and consistently communicates project goals, priorities, budgets, and schedules to project teamEstablish, update, and maintain project budgets and schedulesEnsure plans and specifications are complete, well-coordinated and fall within established budgetsServes as owner representative during constructionManages permitting process and utility design/coordinationDevelop and advance design standardsManages the turnover process to asset and property managementAttends/assists operations/marketing meetings during construction /delivery period; follow-up with appropriate parties as needed with issues that ariseWork closely with internal teams to ensure project goals are met and timelines are adhered to.Collaborate with the finance team to develop project budgets.Build and maintain relationships with local government officials, community organizations, and stakeholders to facilitate project approval and supportIdentify potential risks and develop mitigation strategies throughout the development processEnsure high standards of quality and sustainability in all aspects of development, adhering to company values and industry best practicesAssists with easements/off-site agreementsProvide timely design and development information required for tax credit application to the Capital Markets teamWork collaboratively with Acquisition and Capital Markets team to develop Investment Committee packagesTracks project data as needed for reporting (e.g., construction starts/finishes, budgeting, working with accounting to update pro-formas, scheduling)Synthesizes data as needed from construction and property management in reports; miscellaneous field errands (e.g., permit offices, taking digital photos of sites)Additional duties or similar and related work to be assigned as neededQualifications:Bachelor’s degree in Real Estate, Urban Planning, Business Administration, or a related field; Master’s degree preferred.At least 3 years of experience in multifamily real estate development, with a focus on the entitlements process.Experience with LIHTC financing and a strong understanding of affordable housing development preferred.Working knowledge of local zoning and land use regulations.Excellent communication and negotiation skills, with the ability to engage effectively with diverse stakeholders.Demonstrated ability to manage multiple projects simultaneously and meet deadlines.Proficiency in project management software and financial modeling tools. Proficient in Microsoft Office: Word, Excel, Outlook, and PowerPointHighly developed ability to organize self and others, prioritize tasks and manage multiple projects with competing demands. Ability to make sound decisions and problem solving timely and effectively in a fast-paced environmentAbility to maintain courtesy, diplomacy, and a service-oriented mindset with internal/external customers and colleaguesPromotes teamwork and cooperationArticulate communication – verbal, pictorial, numerical – as relevant to the development process
