The Senior Data & Program AnalystVeterans Disability Analytics & Decision Support provides analytical, technical, and regulatory research support to modernization initiatives focused on disability compensation programs.
This role supports the development ofdata-driven insights, analytical frameworks, and decision-support toolsthat improve how disability claims evidence is evaluated, analyzed, and operationalized within complex claims processing environments.
The position works closely with technical leadership, program managers, and subject matter experts toanalyze claims data, interpret regulatory requirements, and develop analytical outputsthat support program decision-making.
The role requires a combination ofdata analytics, business intelligence, regulatory research, and operational analysis , particularly related to disability rating criteria defined in38 CFR Part 4 Schedule for Rating Disabilitiesand procedural guidance in theVA Adjudication Procedures Manual (M21-1) .
The individual in this position will help transform complex operational and medical evidence data intoclear insights, analytical models, and visual reporting toolsthat support program leadership in making informed decisions.

Responsibilities
Data Analysis & Analytical Support
Support analytical initiatives that evaluate disability claims data and operational performance.
Regulatory & Evidence Analysis Support
(38 CFR Part 4 / M21-1)
Support interpretation and analysis of disability rating criteria and evidence requirements.
Business Intelligence & Data Visualization
Develop visual analytics products that support data-driven decision-making.
Program Analytics & Decision Support
Provide analytical support that enables leadership to evaluate program performance and modernization initiatives.
Data Engineering & Technical Support
Provide technical analytical support related to data pipelines, APIs, and analytical data environments used to process claims and evidence data.
Collaboration & Cross-Functional Support
Work closely with technical teams, program leadership, and subject matter experts.
Required Qualifications
Candidates must demonstrate experience inmultiple areas across data analytics, technical data systems, and regulatory analysis . Applicants lacking these core competencies will not be considered.
Candidates must be a U.S. Citizen for clearance purposes.
Data Analytics & SQL
Strong experience writingadvanced SQL queriesfor data analysis, dataset creation, and operational reporting.
Ability to analyzelarge structured and semi-structured datasetsto identify trends, anomalies, and operational insights.
Experience performingdata validation, reconciliation, and quality checksacross multiple data sources.
Data Pipelines, APIs & Technical Data Systems
Experience analyzing or supportingdata pipelines, ETL processes, or data ingestion workflows .
Understanding ofAPI-based data integrationsand how data flows between operational systems and analytical platforms.
Ability to investigate issues related todata transformations, pipeline failures, data latency, or inconsistent data outputs .
Experience tracingdata lineage across systemsto validate how raw source data becomes analytical outputs.
Business Intelligence & Data Visualization
Experience building dashboards and analytical reports usingPower BI, Tableau, or similar Business Intelligence platforms .
Ability to translate complex datasets intoclear visual insights and dashboards that support decision making .
Strong understanding ofKPI frameworks and operational reporting .
Demonstrated ability totell clear stories with data through visual analytics .
Regulatory & Analytical Research
Ability to interpret complexregulatory, policy, or procedural documentationand translate requirements into analytical logic.
Experience analyzingdocumentation-based evidence sources , such as medical records, claims documentation, or policy-based evidence frameworks.
Familiarity with structured evaluation frameworks such as those used in regulatory or compliance-driven environments.
Analytical Thinking & Problem Solving
Strong investigative mindset with the ability totrace complex problems across data systems, business rules, and operational workflows .
Ability to independently research problems and synthesize findings intoclear recommendations for leadership .
Experience working with cross-functional teams includingtechnical engineers, analysts, and operational stakeholders .
Preferred Qualifications
Candidates with the following experience will be strongly preferred:
Experience working withVeterans disability compensation programs or disability claims systems
Familiarity with38 CFR Part 4 Schedule for Rating Disabilities
Familiarity withVA Adjudication Procedures Manual (M21-1)
Experience analyzingclinical or medical documentation
Experience working ingovernment analytics, healthcare analytics, or regulatory program environments
Experience supportingdata modernization or automation initiatives
$125,000 - $140,000 a year
