SummaryYou will serve as a Program Analyst in the Planning, Design, & Construction Directorate of NAVFAC NORTHWEST.DutiesYou will monitor project funds by maintaining and loading control information on all projects into appropriate systems of record.You will analyze data in systems of record to determine reasons for cost overruns on project designs.You will perform studies, analyses, and recommend improvements to operating methods and initiate procedures to enhance the effectiveness and economy of the PDC Directorate.You will monitor budget execution progress and analyze any variances that occur in obligations or expenditure of funds to assure that funds are properly allocated and spent in a timely manner following management objectives.You will troubleshoot existing reports to improve the accuracy and reliability of these reports in coordination with appropriate systems of record.QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience analyzing, evaluating, and improving complex programs, processes, or organizational operations, including identifying issues, developing recommendations, and implementing solutions;2) Ability to conduct qualitative and quantitative analysis, including researching, interpreting, and presenting data from multiple sources to support management decisions and program execution. 3) Understanding of Appropriations Law and project funding execution; 4) Skill in preparing and presenting reports, briefings, issue papers, correspondence, and executive-level recommendations on programmatic, financial, and operational matters.
