Development Engineer
ROLE
WHC – A Surerus Murphy Company (WHC), is seeking to recruit a Development Engineer for our EPC Services department.
The Development Engineer plays a vital role within the WHC organization, supporting the overall strategy for project and proposal delivery. In this key position, you will lead development and preliminary engineering efforts, assist project and estimating teams in developing project layouts, and provide technical guidance on equipment selections, site assessments, and grading analysis to determine the best solutions. Additionally, you will collaborate across departments to guide projects during detailed design phases, craft compelling proposals, and ensure that our projects not only meet but exceed industry standards and client expectations.
KEY RESPONSIBILITIES
Project Development & Engineering:
Lead early-stage development on Renewables EPC opportunities, including site assessment and general system design.
Ensure alignment with technical, regulatory, and budgetary requirements.
Conduct detailed engineering analysis to optimize design and create value engineering opportunities.
Perform site assessment and grading quantification using internal and external engineering resources.
Project Management:
Manage assigned active EPC projects during engineering and procurement phase.
Support procurement through development of technical bid packages.
Lead risk management activities with developed mitigation strategies.
Guides WHC project's technical strategy and scope.
Ensures engineering standards and timelines are met.
Understand and manage engineering scope boundaries. (PV vs SCADA vs S/S, etc.)
Monitor and control project scope to prevent creep.
Oversee design and document finalization.
Serve as the point of contact for technical queries from construction team. (Handoff to field engineering at construction).
Technical Procurement Support
Aid in resolving technical issues during procurement.
Review and support technical bid clarification / resolution with vendors.
Support contract negotiations with technical insights.
Develop procurement timelines with key delivery milestones.
Supporting Proposals and Estimating:
Support project proposals with review of technical specifications, geotechnical reports, project requirements.
Collaborate with teams to tailor proposals to client needs and company strengths.
Conduct detailed cost analysis and recommendation on selection for engineered equipment (racking, inverters, cabling strategy)
Evaluate vendor technical bids.
Ensure bids meet design and engineering criteria.
Advise the project team on vendor selection.
Coordinate between estimating, procurement, and scheduling teams to develop EPC project schedules.
Note: In addition to these duties personnel are required to carry out such other duties as may be reasonably required in order to support the objectives of the company.
POSITION REQUIREMENTS
Qualifications
Bachelor’s degree in Engineering (Electrical, Mechanical, Renewable Energy, or related field).
Experience
3-5 years of direct experience in development or engineering of utility-scale solar (> 50MW) and/or BESS projects.
Skills and Knowledge
Technical knowledge of solar site assessment, photovoltaic (PV) systems, battery energy storage systems, inverter technology, and grid integration.
Familiarity with project management principles, able to demonstrate involvement in managing projects with cross-functional teams.
Basic proficiency in energy modeling software, CAD tools, and GIS.
Strong analytical, problem-solving, and decision-making capabilities, demonstrated in a fast-paced, challenging project environment.
Good communication and teamwork skills, capable of collaborating with various stakeholders.
WORKING CONDITIONS
This position is based at our Woodlands, TX office. Some travel may be required to project sites, home office, or other events.
REPORTING RELATIONSHIPS
The Development Engineer, EPC Services reports to the Director – EPC and Strategic Projects.
