Business Analyst

Location: RemoteJob Summary:We are seeking a detail-oriented and collaborative Business Analyst to support the delivery of complex case management and public-sector modernization initiatives. The role focuses on requirements gathering, process optimization, and stakeholder engagement to ensure effective system design and implementation. The ideal candidate will translate complex operational needs into clear, actionable requirements that support Agile delivery teams and drive meaningful program outcomes.Key Responsibilities:Business Analysis & Requirements ManagementLead requirements elicitation sessions with stakeholders including corrections staff, reentry coordinators, parole/probation officers, and community-based organizationsTranslate complex program, policy, and operational needs into clear, actionable business and functional requirementsDevelop user stories, use cases, process flows, and acceptance criteria aligned with Agile methodologiesCollaborate with Product Owners to support backlog refinement and prioritizationValidate requirements through stakeholder walkthroughs, prototyping, and iterative feedback loopsEnsure requirements are clearly documented, maintained, and traceable throughout the SDLCProcess Design & OptimizationAnalyze current-state workflows to identify gaps, inefficiencies, and operational risksDesign future-state processes that improve service delivery, data sharing, and operational efficiencySupport business process reengineering (BPR) initiatives to align workflows with system capabilities and best practicesSystem Implementation & SupportCollaborate with product and technical teams to support configuration of case management systemsAssist with data mapping, integration requirements, and interface definitions with external systems (e.g., corrections, court systems, social services)Participate in Agile delivery activities including sprint planning, backlog refinement, and solution reviewsTesting & Quality AssuranceSupport User Acceptance Testing (UAT) including test case development, execution support, and validationEnsure traceability from requirements through testing and deploymentConfirm delivered solutions meet defined acceptance criteria and business needsStakeholder Engagement & Change ManagementServe as a trusted liaison between business stakeholders and technical teamsFacilitate collaboration across corrections, workforce services, housing, behavioral health, and community-based partnersSupport development of training materials, user guides, and change management documentationCommunicate requirements, impacts, and solution updates clearly to technical and non-technical audiencesData & ReportingDefine reporting and analytics requirements to support program performance tracking and outcome measurementSupport development of dashboards and data visualization solutions for decision-makingContribute to defining key metrics such as employment outcomes, housing stability, and recidivismQualifications:Experience as a Business Analyst on technology or process-focused projectsStrong understanding of Agile methodologies and SDLC conceptsExperience in case management, public sector, or human services environments preferredStrong skills in requirements elicitation, documentation, and stakeholder facilitationExperience supporting UAT and QA processesFamiliarity with data reporting and business intelligence conceptsStrong communication, analytical, and problem-solving skillsAbility to work effectively in cross-functional and distributed teamsPreferred Skills (Nice to Have):Experience in corrections, justice, workforce development, housing, or behavioral health domainsExposure to system integrations and enterprise data exchangeExperience working with Agile tools such as JiraExperience with Business Process Reengineering (BPR) initiativesScrum Master experience or Agile facilitation exposure (not required)Agile or BA certification (CBAP, PMI-PBA, CSPO, etc.) is a plusAbout the Role:This position supports mission-driven modernization programs focused on improving public services through technology, data, and process transformation.
