Director Adult Education & Literacy (AEL) - Grant Funded
Job TitleProvide guidance and successfully deploy all educational programs and activities as outlined in the Adult Education & Literacy (AEL) grant's goals and objectives. Serve as the single point of contact to the Texas Workforce Commission (TWC) to effectively lead and be responsible for program oversight, service delivery, reporting, compliance and overall program and fiscal accountability. This is a 100% grant-funded position. Therefore, the continuation of the position is subject to continued external funding.Essential Duties and ResponsibilitiesIn collaboration with the grant's leadership team, direct and communicate all AEL grant activities with faculty, staff, vendors, community partners, college leadership, and the Texas Workforce Commission. Supervise AEL grant-funded staff.Supervision of staff of 40+ to ensure required TWC professional development and grant deliverables.Liaison for 15+ community site locations in Collin and Rockwall County.Liaison for 10+ campus locations.Liaison for 17+ ISDs to interface with the grant.Responsible for accurate and timely reporting to state agencies and external stakeholders.Implement the activities supporting the mission, goals, and objectives of the AEL Grant.Assess business and community needs and ensure appropriate remote and on-site lab access through effective scheduling and planning.Create memorandums of understanding agreements and partnerships, provide monthly reporting, projections, project status and program plans.Develop an effective marketing plan and work with grant staff, college leadership, peer partners, businesses, and non-profit organizations to recruit, attract, and engage underserved students and community populations for the AEL program.Oversee the development of standard operating procedures for participant intake, student support, retention, and reporting as part of the underserved population target strategy.Coordinate the development of the curriculum and evaluate its effectiveness.Assist the grant staff and college partners in determining faculty professional development and training needs.Oversee the ongoing planning and evaluation of the AEL Program's initiatives, detailing measurable outcomes.Build relationships with successful AEL programs across the state and develop strategies for deploying a best-in-class AEL Program at Collin College.Supplemental FunctionsPerform other duties as assigned.Perform all duties and maintain all standards in accordance with college policies, procedures, and Core Values.Knowledge, Skills & Abilities Knowledge of state and federal rules, regulations, laws, and statutes relating to grants Knowledge of AEL grant requirements and Guidelines for Instructional Programs in Workforce (GIPWE)Knowledge of principles and practices of supervision Knowledge of effective grant management, including accepted accounting principles and terminology, and auditing principles and practices Knowledge of grant lifecycles and project management Organization and time management skills Computer and applicable software skills Analytical skills Ability to communicate effectively, both orally and in writing Ability to prioritize Ability to collaborate with outside agencies Physical Demands, Working Conditions and Physical Effort Sedentary Work - Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Office environment. Little physical effort required.Requirements Bachelor's degree from an accredited institution and three (3) years of related experience. Two (2) years of supervisory experience required.This position is Security Sensitive, therefore, candidates will be subject to a criminal background check.Compensation Type: Salary Employment Type: Full time Hiring Minimum $68,825.00 Hiring Maximum $86,031.50 Compensation is determined based on experience.
