Senior Water Resources Engineer
Job Title: Field Operations Engineering LeadLocation: Fort Worth (on-site only)The Field Operations Engineering Lead Directs, assists with the oversight and coordination of operations and activities of employees, including direct management of teams responsible for delivering technical support, contract management, procurement and maintaining material and supply inventory for the division. This position provides highly responsible and complex administrative support to the Assistant Water Director of Field Operations.A summary of the major duties is listed below:Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.Create, review and update technical specifications. Familiarity with governmental purchasing requirements.Ability to craft procurement strategies to lower costs and reduce risk to the utility.Develop and implement policies, standards, and/or procedures for engineering and technical work that drive utility-wide synergy and awareness during routine and emergency operations.Ensure day-to-day operations align with long-term utility strategy as it relates to preventative maintenance, repair, and modernization of assets.Review data from various sources including work order management software to recommend and implement process changes to reduce real water loss.Provides professional engineering expertise in the design and construction of major civil engineering projects.Reviews, evaluates and approves a variety of engineering and construction documents, including drawings, plans, designs, contract documents, technical specification, cost estimates, environmental documents and reports.Manages and participates in the development of the divisional budget.Forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and implements budgetary adjustments, as needed.Review wastewater models, wastewater metering, and Inflow and Infiltration studies and utilize data to prioritize work activities and investment that would result in a continued reduction of sanitary sewer overflows and backups.Demonstrated ability to influence stakeholders and experience facilitating group consensus to create solutions and resolve issues during routine and emergency operations.Prepares analytical and statistical reports on operations and activities.Performs other related duties as required.Ability to:Communicate clearly and effectively, both orally and in writing.Handle high-impact and complex Engineering and/or Construction projects within the assigned area of responsibility.Lead, organize, and review the work of subordinate employees.Prepare engineering studies on benchmarked practices, new technology, potential capital improvement projects related to the distribution and collection system, and future expansion/development projects.Understand trends affecting water utility business, including regulations and utilize AMI data to optimize water operations.Familiar with requirements related to water distribution and wastewater collection systems.Interpret and apply pertinent Federal, state, and local laws, codes, rules, and regulations.Be an independent, self-starter who has experience in leading complex and highly visible programs and projects.Meet deadlines, and lead people/teams to high-quality results in a fast-paced and highly regulated environment.Provide excellent customer service to both external and internal customers and stakeholders.Utilize CMMS tools to assess performance, improve efficiency, troubleshoot issues, and respond to customer complaints.Establish and maintain effective working relationships.Requirements:Bachelor's degree in civil engineering or related field.5+ years of engineering construction management experience in water and wastewater.Professional Engineer (PE) license in Texas.Civil engineering program operations.Engineering design principles.Budget development and administration.Contract negotiation and problem-solving.
