Spotter/Laborer - Seasonal
Spotter/Laborer - Seasonal (Up To 6 Months) Performs general labor, is proficient in the office, able to identify hazardous wastes, and maintains safety and compliance of landfill rules and regulations by patrons utilizing the County Landfill. Must be knowledgeable of landfill operations, all with due regard for the safety of self, other employees and the public. Spotter will become SWANA (Solid Waste Association of North America) trained in Spotter Operations, identification of hazardous waste, and will also be certified in CPR and First Aid Administration. Spotter will be required to complete 20 hours of landfill specific training annually and become familiar with the Utah Department of Environmental Quality RCRA subtitle D compliance guide for Municipal Solid Waste Landfills. Must maintain a valid driver's license.Assures compliance with various federal and state agency regulations related to solid waste, environmental impact, land management, and overall solid waste operations. Spotter under the general supervision of the Executive Director of the Box Elder County Landfill.Examples of duties include:Spotter observes patrons of the landfill as they unload waste specifically at the Public Convenience Center (PCC)Spotter will be required to perform Random Load Inspections and must be able to identify and remediate any unlawful dumping of Hazardous or unacceptable waste.Identifies and reports and dangerous, hazardous, or prohibited wastes being unloaded at the PCCIdentifies and removes recyclable materials from the PCC unloading floor.Maintains safety of Patrons utilizing the Box Elder County Landfill by enforcing landfill rules and regulationsMust have good communication skills and be able to communicate with handheld radios, the telephone, and in personSpotter will receive mandatory training to minimize risk and maximize safety while working at the landfill.Spotter shall maintain all certifications and a valid Driver License while under the employment of Box Elder County.Performs labor such as litter clean-up, cleaning, used oil recycling, general maintenance tasks, and other duties as required.Minimum qualifications include:Graduation from high schoolValid Utah Driver's LicenseNecessary Knowledge, Skills, and Abilities: Position requires thorough knowledge of landfill rules and regulations. Spotter must be in compliance with and understand safety standards related to the identification of prohibited or hazardous wastes. Spotter should be familiar with federal and state regulations related to non-hazardous waste and environmental protection, and resource management.Spotter should have basic mechanical skills and be able to troubleshoot minor issues.Spotter should be able to communicate both verbally and in writing; have the ability to plan, organize, and maintain landfill operations. Must be able to communicate with the public, haulers, and co-workers in a positive and professional manner.Physical requirements include:While performing the duties of this job, the employee is frequently required to stand, walk and talk and/or hear. The employee is occasionally required to sit; use hands to finger, handle or operate objects, controls, or tools; reach with hands and arms; climb or balance, stoop, kneel, crouch, or crawl; run and taste or smell. The employee must occasionally lift and/or move more than 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and depth perception.Special requirements include:Employee must be certified in waste screening and possess a valid commercial driver's license. Employee will receive 20 hours of SWANA sponsored training annually.Work environment includes:Spotter will be required to work outside in all types of weather. The landfill environment is extremely dirty and the operator will at times be exposed to both known and unknown hazards. Safety precautions and specific training is necessary to minimize risk. Tasks require various physical activities, generally nominal muscular strain, such as lifting, walking, standing, stooping, reaching, etc. Communication, hearing and seeing are essential in performance of daily tasks. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking, guided and creative problem solving.Selection guidelines include:Formal application; reference check; final interview with the hiring authority.
