Job DutiesYou will provide program support on all aspects of pre-case and financial negotiations in evaluating country requirements, determining overall approaches and technical requirements. You will assess compatibility with U.S. Navy policy and procedures, and formulate methods and procedures by which financial and contractual matters for Foreign Military Sales (FMS) programs will be pursued. You will lead, analyze, and integrate through subordinate team leaders the programmatic, technical, organizational, logistical, financial and administrative management for the Security Assistance Program and Foreign Military Sales program activity. You will serve as Enterprise Resource Planner (ERP) to lead and implement ERP programs, and the financial and procurement/contracting system of record for foreign military sales acquisition life cycle programs. You will develop, plan, and manage requirements for the program to include Program Objectives Memorandum (POM)/Program Review (PR) and other stages of the Planning, Programming, Budgeting and Execution System (PPBES). You will direct, review, and approve all budget and fiscal requirements for division-related Case funds. You will make final decisions on current and out-year financial, manpower, material, and facilities resource requirements and ensure incorporation in FMS and FMS administrative programming and budget submissions You will provide guidance and direction to customer ship program managers concerning risks to ship construction and acquisition programs driven by Government Furnished Equipment (GFE) delivery dates and country unique design changes. You will develop analytical processes and techniques used to implement acquisition strategy and program baseline, and interact with subordinate managers to direct acquisition life cycle activities. You will initiate, refine, and negotiate terms of agreements expressed in U.S. program offices to foreign country project office agreements. You will direct development of procedures for standardization between foreign and U.S. ship systems for future support considerations You will direct reviews and approve the establishment of procedures for transfer of ships from construction and transfer to Follow-on-Technical Support (FOTS). You will establish work assignments, set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts by employees in the program.
