Program Analyst
One Federal Solution (OFS) is seeking a highly analytical and experienced Program Analyst to provide strategic program management, operational analysis, and executive-level support for complex, mission-critical initiatives within a federal environment. The successful candidate will serve as a trusted advisor to senior leadership by conducting program analysis, evaluating organizational performance, developing recommendations, and supporting data-driven decision-making across a broad range of administrative, financial, and operational functions.This position requires exceptional analytical, communication, and organizational skills, along with the ability to manage multiple priorities while working collaboratively with senior executives, stakeholders, and cross-functional teams.Program Analyst Key ResponsibilitiesProvide analytical and program management support for major, complex, and mission-critical management initiativesServe as a subject matter expert and consultant to executive leadership on strategic planning, program goals, policy analysis, funding requirements, and organizational performanceAnalyze short- and long-range plans to identify trends, risks, opportunities, and impacts on organizational objectivesDevelop and implement analytical methodologies to evaluate program effectiveness and operational performanceDefine data requirements and establish research methodologies necessary to evaluate programs against strategic objectivesConduct qualitative and quantitative analyses to support executive decision-making and improve organizational effectivenessManage and evaluate financial resources, human resources, administrative operations, management controls, and resource allocation processesReview, validate, prioritize, and monitor funding requests while supporting financial oversight and internal control processesDevelop recommendations for organizational improvements, policy implementation, operational efficiencies, and management practicesAnalyze programs, organizational structures, and business processes to determine effectiveness and recommend enhancementsAssess the economic impact, feasibility, practicality, and effectiveness of proposed or existing policies, standards, regulations, and programsAnalyze legislative or regulatory changes and develop recommendations for new or revised policies, procedures, and program guidanceEvaluate program performance using quantitative and qualitative measures to determine progress toward organizational goalsPrepare executive summaries, reports, briefing materials, presentations, decision papers, and correspondence for senior leadershipAnalyze and integrate financial, procurement, technical, scheduling, and program management data to support planning and reporting activitiesResearch complex administrative, operational, and programmatic issues and develop practical, well-supported solutionsCoordinate responses to internal and external inquiries, ensuring consistency with organizational policies and strategic objectivesReview, draft, edit, and finalize official correspondence, reports, and executive communicationsSupport administrative and operational issues related to domestic grant programs and other organizational initiativesDevelop reports, dashboards, presentations, and other work products to communicate program status, recommendations, and performance metricsCollaborate with leadership, program managers, and stakeholders to support strategic planning, operational improvements, and organizational initiativesProgram Analyst Required QualificationsBachelor's degree in Business Administration, Public Administration, Industrial Engineering, Computer Science, or a related field (preferred)Minimum of six (6) years of relevant experience supporting federal programs, program management, organizational analysis, or management consultingDemonstrated experience supporting executive leadership within a federal agency or government contracting environmentStrong knowledge of qualitative and quantitative analytical methods used to assess organizational and program effectivenessExperience using Microsoft Excel, Microsoft Access, financial systems, databases, and other analytical tools to evaluate complex dataKnowledge of financial management principles, applicable federal laws, regulations, policies, and proceduresAbility to assemble, interpret, and analyze complex information and develop practical recommendationsStrong analytical, problem-solving, and critical thinking skillsExperience conducting organizational studies, business process improvement initiatives, and program evaluationsDemonstrated ability to prepare executive-level reports, presentations, correspondence, and briefing materialsExperience analyzing legislation, regulations, policies, and procedural guidanceExcellent written and verbal communication skills with the ability to present findings and recommendations to senior leadershipStrong database management, data analytics, and Microsoft Office Suite proficiencyAbility to build collaborative relationships and gain cooperation from stakeholders across multiple organizational levelsProven ability to independently manage multiple assignments in a fast-paced environment while maintaining attention to detailProgram Analyst Preferred QualificationsExperience supporting federal executive offices, headquarters
