The Board of Health for Madison and Dane County has a full-time (1.0 FTE) project vacancy for a WIC Program Manager
position in Madison, WI.
NOTE: This is a federally funded project position, renewable annually (for multiple years).

DEFINITION
This classification is responsible for public health work focusing on the nutrition status of women, infants, and children through the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Under the general supervision of Public Health Madison & Dane County’s (PHMDC’s) Public Health Supervisor – WIC, the WIC Program Manager provides day-to-day coordination of the WIC program. The work encompasses a broad range of responsibilities for operations of clinic and supervision of staff delivering services. Performs supervision, performance evaluation and disciplinary action of assigned staff. Identifies, develops, recommends and implements relevant staff training and professional development. Provides technical assistance to management and staff. Evaluates staff performance in accordance with PHMDC policies and procedures and in accordance with the State WIC office standards. Reviews and approves attendance and scheduled requests, coordinates and participates in meetings, and reviews and updates program policies and procedures.
EXAMPLES OF DUTIES
Assists in the implementation of the Madison and Dane County WIC Program in compliance with applicable federal, state, and Project WIC regulations and policies. Assists the WIC Director with the development, implementation and enhancement of appropriate agency policies and procedures. Trains WIC program staff, and supports auditing of WIC eligibility assessment and documentation. Assesses and implements clinic staffing to meet the needs of WIC participants. Oversees supply ordering for all clinical duties related to the WIC program, including developing an inventory system and monitoring supplies. Collects and analyzes program data for planning and monitoring purposes for daily operations. Performs related work as required.
EMPLOYMENT STANDARDS
Education, Training and Experience:
Any combination of education, training and experience equivalent to a Bachelor’s Degree, in Nutrition, Public Healthcare Administration, or a closely related field, and three (3) years of progressive experience in public health, clinical operations, dietetics, or other related experience. The mentioned years of experience must include at least one (1) year of lead/supervisory experience.
Must have a valid driver’s license, or access to reliable personal transportation, or equivalent. May be called upon to participate in emergency preparedness exercises and real events to include compensated work after hours. Work related to public health emergencies may require availability 24 hours a day, seven days a week. Employees, as a condition of employment, must be current with certain immunizations and vaccinations (a complete list provided upon hire.) Also refer to the “Physical and Environmental Requirements” section below.
Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. Wisconsin's Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the position's responsibilities are substantially related to the applicant's criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.). Management reserves the right to make employment contingent upon successful completion of the background check.
For Bilingual Positions:
1) Provide services in both English and the required foreign language (e.g., Spanish, Hmong, etc.).
2) Applicants being considered for Bilingual positions will be tested during the recruitment process. This may consist of either being able to respond to questions in that language (e.g., Spanish, Hmong, etc.) during the interview; or passing an oral translation (English to foreign language / foreign language to English) exam prior to employment.
Physical and Environmental Work Requirements:
Work occurs primarily at the PHMDC clinics on South Park Street and E. Washington Avenue, as well as occasional off-site locations, community-based settings, other city/county facilities or home. Ability to travel between locations is required. During the course of the day, work could involve starting at one location and then traveling to other locations. Conferences or seminars may require travel outside of Dane County. Work involves walking, sitting, standing, bending, twisting, turning, lifting, carrying, pushing, pulling, grasping, reaching and driving. Ability to lift, move and transport a variety of work related materials up to 25 pounds. Physical strength and dexterity necessary to set-up and maintain nutrition clinics. Ability to sit for prolonged periods. Phone and computer use. Manual dexterity using fine and gross motor skills. Good vision and hearing with corrective devices, as needed. Working conditions may vary in relation to heat, cold, fatigue, etc.
Knowledge, Skills and Abilities:
Thorough knowledge of the principles, practices and theories of public health nutrition, especially in the areas of maternal, infant and child nutrition. Working knowledge of community WIC program parameters and standards. Ability to establish and maintain effective working relationships. Excellent communications skills. Skill in interactive sensitively, effectively, and professionally with persons from diverse cultural, socioeconomic, educational, racial, ethnic, and professional backgrounds, and persons of all ages and lifestyle preferences. Ability to plan and implement related clinic staffing and operational considerations. Ability to provide leadership in planning, coordination, implementation and documenting clinical staff functions to the WIC program. Ability to maintain adequate attendance. Effective time management skills. Proficient data management skills. Ability to use problem-solving skills to effectively resolve program/client issues and the ability to manage multiple tasks simultaneously. Proficient technical skills in all Microsoft office products, and ability to learn and teach new software systems relevant to WIC program staff.

Pay: $45.01 - $59.86 per hour
